Dear Sir,

I am a citizen of Republic of India. I am in a terrible situation. It is already 17 years now. Nowhere in this world, is a human being tortured like me in last 5000 years of world history. Apart from me, they already murdered my father Late Krishna Borah in 2013 and damaged the left leg of my elder brother Shri Rajesh Borah permanently in 2008. They also ruined the academic career of my young bhatija Shri Hritik Raj Borah

( upto claas VI, my bhatija Shri Hritik Raj Borah was a very good student scoring over 95% marks in all of his subjects in his school. After that as I stopped watching TV and reading newspaper, they (mostly those people of Assam inside that house) tried to seek my opinion against all those issues they fought in street, various legislatures, judiciary and various other platforms using his mouth all the time. That way he lost concentration on his studies and became a poor performer in studies). This is a grave crime against humanity. Also gang stalking itself is a heinous crime. I can’t tolerate it anymore. I want freedom. I want freedom of my family members those who are captive along with me. I want my dues of Rs.71LacCrores (US$1trillion). I’ll not accept anything less than Rs.71LacCrores (US$1trillion). Now I am in deep financial crisis. Therefore, I want my dues of Rs.71,00,000Crores (US$1trillion) at the earliest. I don’t want a job & I don’t want to be a politician. I want Rs.71,00,000Crores (US$1trillion) and three written assurances from the President of India. & I’ll marry a girl or 10(ten) only after I get Rs.71,00,000Crores (US$1trillion) & three written assurances from the President of India.

No Individual (except me)/ Government/ Political Party/ Organization/ Corporate/ Community/ Profession/ Religion/ Place/ Caste/ Tribe/ Race/ Gender should get money or any other benefits out of my huge sufferings. Only I must get Rs.71LacCrores (US$1trillion) and three written assurances from the President of India.

I wrote my first petition to the Prime Minister of India on 24.11.2006. Since then I wrote many petitions to the Prime Minister of India, the President of India and to Mrs.Sonia Gandhi. I also sent 20nos of petitions to Chief Justice of India, 9nos of petitions to Chairman of National Human Rights Commission and 14nos of petitions to International Community till date. I also sent total 69nos of bills till date. I sent copy of my each bill to Prime Minister of India, President of India, Chief Justice of India, Chairman of National Human Rights Commission and to International Community. I also lodged a police complaint at Okhla Police Station in 2014. Again I submitted another police complaint at Narayanpur Police Station, Narayanpur, District: Lakhimpur, Assam (India) on 10.07.2021.

Some cunning lawyers secretly used me in Supreme Court of India and various other courts in India to take benefits from judiciary. I already sent 20 (twenty) numbers of petitions to Chief Justice of India. I also sent copy of my each bill (total 69 (sixty nine) numbers till date) and copy of my each petition to various authorities to Chief Justice of India. But I have not received Rs.71LacCrores (US$1trillion) and three written assurances from the President of India yet. All these years all those judges of Supreme Court of India and various other courts in India secretly obeying me like little kids – as if I am their real father. After that in spite of my so many petitions and bills to Chief Justice of India, I have not received Rs.71LacCrores (US$1trillion) and three written assurances from the President of India yet The way Supreme Court of India ignored my all those petitions and bills should be a matter of serious concern for entire world.

Due to utter negligence on the part of PMO, MHA, MIB, Delhi Police, Chief Secretary of Assam, Assam Police (Lakhimpur Police) and Deputy Commissioner of Lakhimpur District, I and my family members (those who are captive along with me-as mentioned in my petition to the President of India dated 05.11.2022) sufferings like this. NHRC could have taken action against them if NHRC can’t take action against Dr.Prannoy Roy, Mrs.Radhika Roy and their entire associates. I already sent 9 (nine) numbers of petitions to Chairman of NHRC. I also sent copy of my each bill (total 69 (sixty nine) numbers till date) and copy of my each petition to various authorities to Chairman of NHRC. But I have not received Rs.71LacCrores (US$1trillion) and three written assurances from the President of India yet What is going on in NHRC is a matter of serious concern for entire world.

Dear Sir, in 2008, I wrote a petition to Mrs. Sonia Gandhi expressing my desire to end my life if I won’t get freedom and money. In 2009 too I wrote three similar petitions to the Prime Minister of India. In last seventeen years I lost everything-my right, my life and my dignity. Also I survived many murderous assaults on my life (including one that 10days long blood bath in 2009). I am also suffering day to day torture (they used to call these day to day tortures as ‘storm’ in social media). Sometime such “storm” lasted continuously for 2/3 days. Because of huge sufferings in this illegal, inhuman and barbaric confinement in last 17years forced me to demand three written assurances from the President of India. No man can live in this situation. The main reason that I have not committed suicide yet is that I received some replies from Government of India against my various RTI Applications since 2007. That made me confident that one day I’ll get Rs.71LacCrores (US$1trillion) and three written assurances from the President of India. Hope of Rs.71LacCroes (US$1trillion) and three written assurances from the President of India keep me still alive. Otherwise I would have committed suicide long back.

Since 2005, Republic of India has been taking many exceptional benefits out of my huge sufferings. But at the same time failed to set me and my family members free from this illegal, inhuman and barbaric confinement with Rs.71,00,000 Crores (US$1trillion) & three assurances from the President of India in spite of my repeated plea since 2006.

Recently I sent my one another petition to the President of India dated 05.11.2022. I sent a copy of my above petition to the President of India dated 05.11.2022 to the Prime Minister of India also through speed post. After that I sent a RTI application to PMO seeking following information (my RTI application to PMO dated 21.11.2022):

1. What action honorable Prime Minister of India/ Government of India has taken on my above petition to President of India dated 05.11.2022?

2. When shall I get my dues of Rs.71,00,000 Crores (US$1trillion) ? (Please note I must get Rs.71,00,000 Crores (US$1trillion). I shall not accept anything less than Rs.71,00,000Crores (US$1trillion). As my bank accounts are no longer safe, I want Rs.71,00,000Crores (US$1trillion) in the form of Demand Draft payable at North Lakhimpur, Assam, India.)

3. When Prime Minister of India/ Government of India shall ask honorable Supreme Court of India to award capital punishment to this notorious gang of Ek Phool and Her Chaar Mali if I won’t get Rs.71,00,000Crores (US$1trillion) & three written assurances from the President of India/?

4. When Prime Minister of India/ Government of India shall ask honorable Supreme Court of India to shutdown Entire Main Stream Media (Both print and electronic media) if I won’t get Rs.71,00,000Crores (US$1trillion) & three written assurances from the President of India/

5. When shall I get three written assurances from President of India?

6. When Prime Minister of India will deploy a high power task force to set me and my family members (those who are captive along with me- as mentioned in my petition to President of India dated 05.11.2022 ) free from this illegal, inhuman and barbaric confinement?

7. Recently I noticed my Petitions and Bills are actionable in President’s Secretariat, but not in PMO and MHA. Why it is so?

This is my Second Appeal under RTI Act, 2005.

Information I sought are of vital public importance, my dues of Rs.71,00,000 Crores (US$1trillion) and my freedom from this illegal & barbaric confinement along with three written assurances from President of India. Information I sought are not only crucial to me, but crucial to entire world also. Information I sought are of vital public importance which shows the transparency & accountability in the functioning of Prime Minister of India’s office and practice of Standard Operating Procedures while such requests are made by the public at large.

After that, I received a reply from CPIO of PMO (letter no.RTI/9473/2022-PMR dated 16.12.2022.).

Against point number 1 of my RTI application to PMO dated 21.11.2022, CPIO of PMO informed me that PMO simply filed my petition to the President of India dated 05.11.2022 and gave me a Registration Number: PMOPG/D/2022/0265028. I checked the website given to me by CPIO of PMO against that Registration Number in my mobile phone and in my laptop taking hotspot from JIO and Vodafone SIM card. But I found nothing. My petitions are actionable in President’s secretariat. Then how come my petitions are not actionable in PMO? CPIO of PMO simply tried to fool me and thus violated RTI Act, 2005.

Against point number 2 of my RTI application to PMO dated 21.11.2022 (i.e, date of payment of Rs.71,00,000Crores (US$1trillion) to me), PMO is the one of the best authorities in this world to give accurate information. PMO can easily collect the information and should supply that information to me. But CPIO of PMO chose not to give that information to me. By calling it ‘vogue and wide’, CPIO of PMO simply tried to avoid giving accurate information to me. Thus CPIO of PMO not only violated RTI Act, 2005 but also put RTI Act, 2005 in great danger.

Against point number 3 of my RTI application to PMO dated 21.11.2022, PMO is the best authority in this world to give accurate information. But CPIO of PMO chose not to give that information to me. By calling it ‘vogue and wide’, CPIO of PMO simply tried to avoid giving accurate information to me. Thus CPIO of PMO not only violated RTI Act, 2005 but also put RTI Act, 2005 in great danger.

Against point number 4 of my RTI application to PMO dated 21.11.2022, PMO is the best authority in this world to give accurate information. But CPIO of PMO chose not to give that information to me. By calling it ‘vogue and wide’, CPIO of PMO simply tried to avoid giving accurate information to me. Thus CPIO of PMO not only violated RTI Act, 2005 but also put RTI Act, 2005 in great danger.

Against point number 5 of my RTI application to PMO dated 21.11.2022, PMO is one of the best authorities in this world to give accurate information. PMO can easily collect the information from MHA and should supply that information to me. But CPIO of PMO chose not to give that information to me. By calling it ‘vogue and wide’, CPIO of PMO simply tried to avoid giving accurate information to me. Thus CPIO of PMO not only violated RTI Act, 2005 but also put RTI Act, 2005 in great danger.

Against point number 6 of my RTI application to PMO dated 21.11.2022, PMO is the best authority in this world to give accurate information. But CPIO of PMO chose not to give that information to me. By calling it ‘vogue and wide’, CPIO of PMO simply tried to avoid giving accurate information to me. Thus CPIO of PMO not only violated RTI Act, 2005 but also put RTI Act, 2005 in great danger.

Against point number 7 of my RTI application to PMO dated 21.11.2022, PMO is the one of the best authorities in this world to give accurate information. But CPIO of PMO chose not to give that information to me. By calling it ‘vogue and wide’, CPIO of PMO simply tried to avoid giving accurate information to me. Thus CPIO of PMO not only violated RTI Act, 2005 but also put RTI Act, 2005 in great danger.

Therefore I sent my First Appeal to the First Appellate Authority of PMO (My First Appeal to FAA of PMO dated 30.12.2022) requesting him to instruct CPIO of PMO to give complete (point wise) and accurate information to me. Also requesting him to recommend to the honorable Chief Information Commissioner that a penalty and disciplinary action should be taken against the CPIO as per RTI Act, 2005 for not maintain and providing the records/ information as mandated in the law. Today (on 09.02.2023), I received a reply from FAA of PMO (Letter No. RTI/9473/2022-PMR dated 24/01/2023). In her reply, FAA of PMO wrote that I sought information on ‘earlier grievance’. I am still suffering like anything and gang stalking is still going on in full swing. I have not yet got freedom and I have not yet received Rs.71LacCrores (US$1trillion) & three written assurances from the President of India. When I sent bills to Dr.Pranoy Roy, Mrs.Radhika Roy and their gangs, this Prime Minister Shri Narendra Modi and Government took benefits by performing monkey dance in front of those naughty girls of main stream media. And when I sent petitions Government, all those from oppositions like Rahul Gandhi, Arvind Kejriwal and others (including Muslims, Ahoms, etc.) took benefits by performing monkey dance in front of those naughty girls of main stream media. After that how she called it ‘earlier grievance”. By calling it ‘earlier grievance”, the FAA of PMO simply tried to hide actual facts and thus FAA of PMO too violated RTI Act, 2005.

Against point number 1 of my RTI application to PMO dated 21.11.2022, FAA of PMO instead of giving instruction to CPIO of PMO to give complete and accurate reply to me, simply supported the reply given to me by CPIO of PMO. Thus FAA of PMO too violated RTI Act, 2005.

Against point number 2 to 7 of my RTI application to PMO dated 21.11.2022, FAA of PMO instead of giving instruction to CPIO of PMO to give complete and accurate information to me against each point, she too simply called those ‘vogue and wide’. By calling those ‘vogue and wide’, she too simply tried to avoid giving complete and accurate information to me against each point. Thus FAA of PMO too violated RTI Act,2005.

From above it is crystal clear that not only CPIO of PMO, but FAA of PMO also violated RTI Act, 2005. Both CPIO of PMO and FAA of PMO not only violated RTI Act, 2005 but also put RTI Act, 2005 in great danger. That can’t be allowed to happen.

Relief Sought:

Dear Sir, based on the above details and ordeal I have gone through, kindly instruct the CPIO and the FAA of PMO to provide me accurate and complete (point wise) information as sought by me at the earliest.

Secondly also question the FAA why my appeal has not been examined and heard properly. As per RTI Act, 2005, please impose the maximum penalty of Rs.25,000 each on the CPIO and the FAA which shall be deducted from their salary.

The information requested by me was of vital public importance and as per RTI Act,2005, non-availability and non-maintenance of records/ documents or information is a complete violation of the RTI Act,2005 and the person must be penalized for his/ her act of dereliction of duty and irregularity in work as per RTI Act,2005.

As I reside far away from your office (and also right now I don’t have enough money to come to your office), it will be suitable for me to attend virtual hearing (through whatsapp video call/ video conferencing).

Therefore, I humbly request you to please consider my arguments mentioned above and give your judgments accordingly.
