This is my Suicide Note. Today (on 29.01.2024), I am going to commit suicide.

It is about to 19years now. No human being is tortured like me in last 5000 years of world history. No man can live in this situation. In 2008 I wrote a petition to Mrs.Sonia Gandhi expressing my desire to end my life if I won’t get money & freedom. In 2009, I wrote three similar petitions to then Prime Minister of India.. The main reason that I have not committed suicide yet is that I got some replies from Government of India against my various RTI Applications since 2007. That made me confident that one day I’ll get Rs.71LacCrores (US$1trillion) & three written assurances from the President of India. Hope of Rs.71LacCrores (US$1trillion) & three written assurances still keeps me alive. Otherwise I would have committed suicide long back.

Dear Sirs/ Madams, in last 18 years I lost everything and suffered like anything. I even lost the will to live this life. If I get Rs.71LacCrores (US$1trillion) and three written assurances from the President of India, I could have thought about to live this life. Otherwise not possible to live this life. But the Prime Minister of India hasn’t paid Rs.71 Lac Crores & issued 3written assurances to me yet. I sent RTI to PMO (My RTI to PMO dated 10.10.2023). I also sent First Appeal to PMO (My First Appeal to PMO dated 14.11.2023). But PMO yet again violated RTI Act, 2005 by not providing complete (point wise) & accurate information to me. So, I sent another 2nd Appeal to Honorable Chief Information Commissioner (My 2nd appeal to CIC against PMO dated 02.01.2024).

But till date I have not got freedom & Rs.71 Lac Crores (US$1trillion) along with three written assurances from the President of India.

Today (on 29.01.2024), I am going to commit suicide. After my death I want UN & International Community to come forward to impose severe economic & diplomatic sanctions against Republic of India at least for a period of 10(ten) years from the date of my death so that no other country can dare to do what Republic of India has been doing with me in last 18years.

Secondly after my death I also want UN & International Community to come forward to award capital punishment to this notorious gang of Ek Phool (Ms.Shobhana Bhartia of M/s Hindustan Times –aka Kumari Phulomai Birla) & Her Chaar Mali (Dr.Prannoy Roy-Ex Co Chairman of M/s NDTV-aka Kumar Psycho Roy, Shri Vineet Jain of M/s Times of India-aka Kumar MadanChoor Jain, Shri Arun Poorie of M/s India Today-aka Kumar Behooda Poorie and Shri Jayanta Baruah of M/s Axomiya Pratidin-aka Kumar Gela Baruah) and then instruct Director General of National Museum, New Delhi to preserve their heads in National Museum to show the world what kind of criminal and maniac they are and what they have done to my life since February, 2005.

NDTV & Entire Main Stream Media directly involved in this heinous crime. I have demanded shutdown of NDTV & Entire Main Stream Media for a long time if I won’t get Rs.71Lac Crores & 3written assurances from the President of India. I have not yet got Rs.71Lac Crores & 3written assurances from the President of India. But till date no action has been taken against NDTV & Entire Main Stream Media.

I came to know it is NDTV only in 2011. One day in 2011, a girl named ‘Lilly’ (I don’t know her actual name. Her twitter profile name was ‘Lilly’) wrote in twitter, “It is NDTV. Not Government of India. Shri Arnab Goswami (a news reader of a Mumbai based News Channel) is demanding shutdown of NDTV”. Before that I thought it was Sardar Manmohan Singh and his Government. Later when I heard Shri Arnab Goswami again demanded shutdown of Entire Main Stream Media of India, then only I came to know Entire Main Stream Media of India behind this heinous crime.

Among media, there are three groups. One group supports BJP/ RSS (in social media this group is known as ‘Godi Media’). Another Group supports INC, AAP & their allies (in social media this group is known as ‘Darbari Media’). And third group is Axomiya Media (This group is popularly known as ‘Johamaal Media’). Godi Media & BJP IT Cell want me to suffer in this situation so that they can give more & more benefits to BJP/ RSS. Darbari Media, INC IT Cell, AAP IT Cell want me to suffer in this situation so that they give more & more benefits to INC, AAP & their allies. Johamaal Media & all those people of Assam want me to suffer in this situation so that they can give more & more benefits to Assam & its people. All these are criminal, gang stalker & directly involved in this heinous crime. I demanded capital punishment against those people if I won’t get Rs.71LacCrores (US$1trillion) & 3written assurances from the President of India. But no action has been taken against them.

In 2006, one Shri Vir Sanghvi wrote in Hindustan Times advising me to ‘speak out for freedom of speech’. Few weeks later in the same news paper one Shri Vinod Mehta wrote that I shouldn’t get freedom of speech. So, in those days I thought it was Government of India.

So, I sent my first petition to Prime Minister of India on 24.11.2006. Since then I sent many petitions to Prime Minister of India, President of India and to Mrs.Sonia Gandhi. I also sent 20nos of Petitions to Chief Justice of India, 9 nos of Petitions to Chairman of National Human Rights Commission and 14nos of Petitions to International community till date. I also sent total 69nos of Bills till date. I sent a copy of my each bill to Prime Minister of India/ President of India, Chief Justice of India, Chairman of National Human Rights Commission and to International community. I also lodged a police complaint at Okhla Police Station in Delhi in 2014. Again I submitted another complaint at Narayanpur police station, Narayanpur, District: Lakhimpur, Assam, (India) on 10.07.2021.

Since 2005, Republic of India has been taking many exceptional benefits out of my huge sufferings. But at the same time failed to set me free from this illegal and barbaric confinement with my dues of Rs.71,00,000Crores (US$1trillion) and three written assurances from President of India in spite of my repeated plea since 2006. I have demanded severe economic and diplomatic sanctions against Republic of India if I won’t get Rs.71 Lac Crores & 3written assurances from the President of India. But UN & International has not taken any action against Republic of India yet.

This Prime Minister Shri Narendra Modi too promised to pay Rs.7Lac Crores to me in 2014-just before 2014 General Election. But he has n’t paid Rs.71 Lac Crores (US$1trillion) to me yet. Nobody is honest in India (except me). Fact is that an Indian is not a LW/ RW nor any kind of activist to any cause. An Indian is basically a 'papi pet ka pujari' - dangerously dishonest, criminal, murderer, match fixer, EVM machine hacker and dalal to the core. They even didn't spare my 78years old father (Late Krishna Borah), damaged the left leg of my elder brother Shri Rajesh Borah permanently and ruined the life of my young bhatija Shri Hritik Raj Borah apart from torturing me in such a manner.

On 08.01.2024, I tried to attend FA hearing of Honorable Supreme Court of India through CISCO WEBEX. But they did n’t allow me to attend FA hearing by applying spyware in my mobile phone & in my laptop. On that day itself (on 08.01.2024), I sent an email to the FAA of Honorable Supreme Court of India narrating the story how they prevented me from attending FA hearing & requesting him to take FA hearing on another date or else instruct the CPIO to give me complete (point wise) & accurate information to me. On 09.01.2024, I sent a similar letter to the FAA of Honorable Supreme Court of India through speed post. On 17.01.2024, again I sent another email to the FAA of Honorable Supreme Court of India. Next day I took print out of this Email (my email to the FAA of Honorable Supreme Court of India dated 17.01.2024) sent to the FAA of Honorable Supreme Court of India with copies to President of India, Chief Justice of India, Chairman of NHRC & Chief Information Commissioner through speed post.

I went to meet Superintendent of Police, North Lakhimpur Shri Anand Mishra more than ten times. Only four times they allowed me to meet him. Fourth time when I met him, he got up from his chair & then he told me," Me & DC (District Commissioner) are very small officers. We can't do anything". I again met SP, North Lakhimpur, Shri Anand Mishra-just 2/3 days before he left North Lakhimpur. This time they allowed me to meet him. This time he asked me, “When you sent the petition to the prime minister of india”? I replied, “on 25.09.2023”. Then he again asked me, “When you sent the 2nd appeal”? I replied, “On 02.01.2024”. Then he said,” Now Prime Minister of India has to pay Rs.71laccrores to you. If he pays Rs.71laccrores in Delhi, we (Assam Police) will take you to New Delhi & hand over the demand draft of Rs.71laccrores to you at New Delhi. If Prime Minister sends the demand draft of Rs.71laccrores to North Lakhimpur, we (Assam Police) will hand over the demand draft of Rs.71laccrores to you here at North Lakhimpur”.

When I sent bills to Dr.Prannoy Roy, Mrs.Radhika Roy and their entire associates, this

Prime Minister Shri Narendra Modi and others from Central and various other State

Governments took benefits by performing monkey dance in front of those naughty girls

of main stream media & Twitter.

And when I sent petitions to Governments, people like Mr.Rahul Gandhi (of INC) ,

Shri Arvind Kejriwal (Chief Minister of Delhi), Shri Nitish Kumar (Chief Ministers of Bihar) and others (including Muslims, Ahoms etc.) took benefits by performing monkey dance in front of those naughty girls of main stream media & Twitter.

Dear Sirs/ Madams, it is not possible for me to live in this illegal, inhuman & barbaric confinement anymore. All these years, I live in this situation with a hope that one day I’ll get Rs.71Lac Crores (US$1trillion) & 3written assurances from the President of India. But inspite of my so many petitions & bills since 2006, I have not yet got Rs.71Lac Crores (US$1trillion) & 3written assurances from the President of India. Therefore I took this decision to end my life.

Already President’s Secretariat (office of President of India), PMO, MHA, Ministry of Finance, Supreme Court of India, NHRC, Chief Information Commission, Office of Governor of Assam, Gauhati High Court, Office of District Commissioner-North Lakhimpur (Assam), Office of Superintendent of Police-North Lakhimpur (Assam) are aware of my this decision.

Once again I would like to request UN & International Community to carry out following two tasks after my death:

After my death I want UN & International Community to come forward to impose severe economic & diplomatic sanctions against Republic of India at least for a period of 10(ten) years from the date of my death so that no other country can dare to do what Republic of India has been doing with me in last 18years.

Secondly after my death I also want UN & International Community to come forward to award capital punishment to this notorious gang of Ek Phool (Ms.Shobhana Bhartia of M/s Hindustan Times –aka Kumari Phulomai Birla) & Her Chaar Mali (Dr.Prannoy Roy-Ex Co Chairman of M/s NDTV-aka Kumar Psycho Roy, Shri Vineet Jain of M/s Times of India-aka Kumar MadanChoor Jain, Shri Arun Poorie of M/s India Today-aka Kumar Behooda Poorie and Shri Jayanta Baruah of M/s Axomiya Pratidin-aka Kumar Gela Baruah) and then instruct Director General of National Museum, New Delhi to preserve their heads in National Museum to show the world what kind of criminal and maniac they are and what they have done to my life since February, 2005.

THEN HE AGAIN ASKED ME,'WHEN YOU SENT THE 2ND APPEAL'? I REPLIED,'ON 02.01.2024'. THEN HE SAID,' NOW PRIME MINISTER OF INDIA HAS TO PAY RS.71LACCRORES TO YOU. IF HE PAYS RS.71LACCRORES IN DELHI. WE (ASSAM POLICE) WILL TAKE YOU TO NEW DELHI & HAND OVER THE DEMAND DRAFT OF RS.71LACCRORES TO YOU AT NEW DELHI. Dear Sir,

I am a citizen of Republic of India. I am in a terrible situation. It is already 17 years now. Nowhere in this world, is a human being tortured like me in last 5000 years of world history. Apart from me, they already murdered my father Late Krishna Borah in 2013 and damaged the left leg of my elder brother Shri Rajesh Borah permanently in 2008. They also ruined the academic career of my young bhatija Shri Hritik Raj Borah ( upto claas VI, my bhatija Shri Hritik Raj Borah was a very good student scoring over 95% marks in all of his subjects in his school. After that as I stopped watching TV and reading newspaper, they (mostly those people of Assam inside that house) tried to seek my opinion against all those issues they fought in street, various legislatures, judiciary and various other platforms using his mouth all the time. That way he lost concentration on his studies and became a poor performer in studies).  This is a grave crime against humanity. Also gang stalking itself is a heinous crime. I can’t tolerate it anymore. I want freedom. I want freedom of my family members those who are captive along with me. I want my dues of Rs.71LacCrores (US$1trillion). I’ll not accept anything less than Rs.71LacCrores (US$1trillion). Now I am in deep financial crisis. Therefore, I want my dues of Rs.71,00,000Crores (US$1trillion) at the earliest. I don’t want a job & I don’t want to be a politician. I want Rs.71,00,000Crores (US$1trillion) and three written assurances from the President of India. & I’ll marry a girl or 10(ten) only after I get Rs.71,00,000Crores (US$1trillion) & three written assurances from the President of India.

No Individual (except me)/ Government/ Political Party/ Organization/ Corporate/ Community/ Profession/ Religion/ Place/ Caste/ Tribe/ Race/ Gender should get money or any other benefits out of my huge sufferings. Only I must get Rs.71LacCrores (US$1trillion) and three written assurances from the President of India.

I wrote my first petition to the Prime Minister of India on 24.11.2006. Since then I wrote many petitions to the Prime Minister of India, the President of India and to Mrs.Sonia Gandhi. I also sent 20nos of petitions to Chief Justice of India, 9nos of petitions to Chairman of National Human Rights Commission and 14nos of petitions to International Community till date. I also sent total 69nos of bills till date. I sent copy of my each bill to Prime Minister of India, President of India, Chief Justice of India, Chairman of National Human Rights Commission and to International Community. I also lodged a police complaint at Okhla Police Station in 2014. Again I submitted another police complaint at Narayanpur Police Station, Narayanpur, District: Lakhimpur, Assam (India) on 10.07.2021.

Some cunning lawyers secretly used me in Supreme Court of India and various other courts in India to take benefits from judiciary. I already sent 20 (twenty) numbers of petitions to Chief Justice of India. I also sent copy of my each bill (total 69 (sixty nine) numbers till date) and copy of my each petition to various authorities to Chief Justice of India. But I have not received Rs.71LacCrores (US$1trillion) and three written assurances from the President of India yet. All these years all those judges of Supreme Court of India and various other courts in India secretly obeying me like little kids – as if I am their real father. After that in spite of my so many petitions and bills to Chief Justice of India, I have not received Rs.71LacCrores (US$1trillion) and three written assurances from the President of India yet. The way Supreme Court of India ignored my all those petitions and bills should be a matter of serious concern for entire world.

Due to utter negligence on the part of PMO, MHA, MIB, Delhi Police, Chief Secretary of Assam, Assam Police (Lakhimpur Police) and Deputy Commissioner of Lakhimpur District, I and my family members (those who are captive along with me-as mentioned in my petition to the President of India dated 05.11.2022) sufferings like this. NHRC could have taken action against them if NHRC can’t take action against Dr.Prannoy Roy, Mrs.Radhika Roy and their entire associates. I already sent 9 (nine) numbers of petitions to Chairman of NHRC. I also sent copy of my each bill (total 69 (sixty nine) numbers till date) and copy of my each petition to various authorities to Chairman of NHRC. But I have not received Rs.71LacCrores (US$1trillion) and three written assurances from the President of India yet. What is going on in NHRC is a matter of serious concern for entire world.

Dear Sir, in 2008, I wrote a petition to Mrs. Sonia Gandhi expressing my desire to end my life if I won’t get freedom and money. In 2009 too I wrote three similar petitions to the Prime Minister of India. In last seventeen years I lost everything-my right, my life and my dignity. Also I survived many murderous assaults on my life (including one that 10days long blood bath in 2009).  I am also suffering day to day torture (they used to call these day to day tortures as ‘storm’ in social media). Sometime such “storm” lasted continuously for 2/3 days. These ‘storms’ are dangerously painful. Probably these ‘storms’ are carried out by computer driven robot-because a human can’t torture in such a speed. They also used to cause ‘loose motion’ (Diarrhea)-because of that I have to take high power antibiotics (like Norfolk TZ) to control such ‘loose motion’ (Chemist  in Assam used to call Diarrhea as 'loose motion'. Frequent use of such high power antibiotics may one day completely damage my digestive system. Because of huge sufferings in this illegal, inhuman and barbaric confinement in last 17years forced me to demand three written assurances from the President of India. No man can live in this situation. The main reason that I have not committed suicide yet is that I received some replies from Government of India against my various RTI Applications since 2007. That made me confident that one day I’ll get Rs.71LacCrores (US$1trillion) and three written assurances from the President of India. Hope of Rs.71LacCroes (US$1trillion) and three written assurances from the President of India keep me still alive. Otherwise I would have committed suicide long back.

Since 2005, Republic of India has been taking many exceptional benefits out of my huge sufferings. But at the same time failed to set me and my family members free from this illegal, inhuman and barbaric confinement with Rs.71,00,000 Crores (US$1trillion) & three assurances from the President of India in spite of my repeated plea since 2006.

I already sent a copy of my following petitions to the Director General of Police, Assam for necessary action by Director General of Police, Assam:

1.    My 9^th Petition to Chairman, NHRC dated 13.07.2021

2.    My 20^th Petition to Chief Justice of India dated 14.07.2021

I sent a copy of my above petition to the President of India dated 05.11.2022 to the Director General of Police, Assam also through speed post. After that I sent a RTI Application to the PIO of office of DGP, Assam (Assam Police Head Quarters) (my RTI Application to the PIO of office of DGP, Assam (Assam Police Head Quarters) dated 24.11.2022) through speed post seeking following information:

1.    What action Director General of Police, Assam/ Assam Police has taken on my above petition to President of India dated 05.11.2022?

2.    What action Director General of Police, Assam/ Assam Police has taken on my complaint submitted at Narayanpur Police Station on 10.07.2021?

3.    When shall I get my dues of Rs.71,00,000 Crores (US$1trillion) ? (Please note I must get Rs.71,00,000 Crores (US$1trillion). I shall not accept anything less than Rs.71,00,000Crores (US$1trillion). As my bank accounts are no longer safe, I want Rs.71,00,000Crores (US$1trillion) in the form of Demand Draft payable at North Lakhimpur, Assam, India.)

4.    When shall I get three written assurances from President of India?

5.    When shall I and my family members (those who are captive along with me- as mentioned in my petition to President of India dated 05.11.2022  ) get freedom from this illegal, inhuman and barbaric confinement?

Reasons for 2^nd Appeal:

Information I sought are of vital public importance, my dues of Rs.71,00,000 Crores (US$1trillion) and my freedom from this illegal & barbaric confinement along with three written assurances from President of India. Information I sought are not only crucial to me, but crucial to entire world also. Information I sought are of vital public importance which shows the transparency & accountability in the functioning of office of Director General of Police, Assam (Assam Police Head Quarters) and practice of Standard Operating Procedures while such requests are made by the public at large.

The PIO of office of DGP, Assam (Assam Police Head Quarters) received my above RTI application dated 24.11.2022. But even after completion of mandatory period of 30 days, I have not received any reply from the PIO of office of DGP, Assam (Assam Police Headquarters). So, I sent my First Appeal to The First Appellate Authority of office of DGP, Assam (Assam Police Headquarters) dated 31.12.2022. But to my utter surprise, I have not received any reply/ communication from the first appellate authority of office of DGP, Assam (Assam Police Headquarters) too. This is a clear violation of RTI Act, 2005. No reasonable cause can be there for not replying at all. Both PIO & FAA of office of DGP, Assam not only violated RTI Act, 2005; but also put RTI Act,2005 in great danger.

Against Point Number 1 of my RTI petition to The PIO of office of DGP, Assam dated 24.11.2022, Office of DGP, Assam (Assam Police Headquarters) is the best authority in this world to give accurate information to me. But the PIO of office of DGP, Assam (Assam Police Headquarters) chose not to give any reply at all. FAA of office of DGP, Assam (Assam Police Headquarters) too ignored my First Appeal. Thus both PIO & FAA of office of DGP, Assam (Assam Police Headquarters) not only violated RTI Act, 2005, but also put RTI Act, 2005 in great danger.

Against Point Number 2 of my RTI petition to The PIO of office of DGP, Assam dated 24.11.2022, Office of DGP, Assam (Assam Police Headquarters) is the best authority to give accurate information to me. But the PIO of office of DGP, Assam (Assam Police Headquarters) chose not to give any reply at all. FAA of office of DGP,Assam (Assam Police Headquarters) too ignored my First Appeal. Thus both PIO & FAA of office of DGP, Assam (Assam Police Headquarters) not only violated RTI Act,2005, but also put RTI Act,2005 in great danger.

Against Point Number 3 of my RTI petition to The PIO of office of DGP, Assam dated 24.11.2022 (i.e date of payment of Rs.71,00,000Crores (US$1trillion) to me), Office of DGP, Assam (Assam Police Headquarters) can easily  collect that information and should supply that information to me. But the PIO of office of DGP, Assam (Assam Police Headquarters) chose not to give any reply at all. FAA of office of DGP, Assam (Assam Police Headquarters) too ignored my First Appeal. Thus both PIO & FAA of office of DGP, Assam (Assam Police Headquarters) not only violated RTI Act,2005, but also put RTI Act,2005 in great danger.

Against Point Number 4 of my RTI petition to The PIO of office of DGP, Assam dated 24.11.2022, Office of DGP, Assam (Assam Police Headquarters)  can easily collect that information from Ministry of Home Affairs, Government of India and should supply that information to me. But the PIO of office of DGP, Assam (Assam Police Headquarters) chose not to give any reply at all. FAA of office of DGP, Assam (Assam Police Headquarters) too ignored my First Appeal. Thus both PIO & FAA of office of DGP, Assam (Assam Police Headquarters) not only violated RTI Act,2005, but also put RTI Act,2005 in great danger.

Against Point Number 5 of my RTI petition to The PIO of office of DGP, Assam dated 24.11.2022, Office of DGP, Assam (Assam Police Headquarters) is one of the best authority to give accurate reply. But the PIO of office of DGP, Assam (Assam Police Headquarters) chose not to give any reply at all. FAA of office of DGP, Assam (Assam Police Headquarters) too ignored my First Appeal. Thus both PIO & FAA of office of DGP, Assam (Assam Police Headquarters) not only violated RTI Act, 2005, but also put RTI Act, 2005 in great danger.

From above it is crystal clear that both PIO & FAA of office of DGP, Assam (Assam Police Headquarters) not only violated RTI Act, 2005; but also put RTI Act, 2005 in great danger. As State Chief Information Commissioner you shouldn’t allow such brazen violation of RTI Act, 2005

Relief Sought:

Dear Sir, based on my above details & ordeal I have gone through, kindly instruct the PIO & FAA of office of DGP, Assam (Assam Police Head Quarters) to provide me complete (point wise) and accurate information (as sought by me) to me at the earliest & free of cost.

Secondly, also question the FAA why my Appeal was not examined and heard properly. As per RTI Act, 2005; please impose maximum penalty of Rs.25,000/= each on the PIO & FAA which shall be deducted from their salary.

The information requested by me was of vital public importance and as per RTI Act,2005, non-availability and non-maintenance of records/ documents or information is a complete violation of the RTI Act, 2005 and the person must be penalized for his/her act of dereliction of duty and irregularity in work as per RTI Act, 2005

I am ready to come to come to your office for in person inspection of records or in person hearing if I received your notice at least 10days prior to the date of hearing. So, please send your notice for hearing at the earliest through speed post/ email/ whatsapp so that I can receive it 10 days before the date of hearing.

Therefore, I humbly request you to please consider my arguments mentioned above and give your judgments accordingly.
