Sub: Plea to International Community to persuade Honorable Chief Justice of India to engage
an Independent High Power Task Force to set me and my family members free from
this illegal, inhuman and barbaric confinement and to instruct Dr.Pronoy Roy
& his entire associates (i.e, my other captors & tormentors) to pay my
dues of Rs.20,000 Crore to me on or before 15.08.2014 and also to award minimum
15 (fifteen) years of rigorous jail term to those who murdered my father.

DEAR SIRs/
MADAMs,
With ref. to above subject matter and in addition to above
petitions, I would like to add following few lines for your urgent attention
and immediate action at your end.
I am in a terrible situation. My life is in great danger. IN THE
MONTH OF FEB’2005, DR. PRONOY ROY & MRS.RADHIKA ROY OF M/S NDTV LTD,
207,Okhla Industrial Estate, Phase-3, New Delhi-20, inserted an unknown
dangerous technology in to my body without my knowledge and consent thus made
me captive in complete violation of UNHRC and in complete violation of all
prevailing law of India and then gave access of every single second of my life
to facilitate all kinds of people to make money (by allowing them to make
movies, songs, tv commercials, tv talk show etc.) and to take benefits such as
political, economic and benefits from judiciary, and to use my life under this
captive situation for various national purposes & for supreme national
interest etc. illegally, inhumanly without my knowledge and consent & at
the cost of my huge sufferings & at the cost of my right, life and dignity.
This is illegal, inhuman and barbaric confinement. Only motive of this confinement is to facilitate all kinds of people to
take benefits & to make money out of my huge sufferings. That is why I
charged Rs.15 crore/ hr. On 16.07.2014, I sent my 37th bill to
Dr.Pronoy Roy, Chairman, M/s NDTV LTD, for an amount of Rs.9,06,840 crore (copy
enclosed). I want at least Rs.20,000 crore from Dr.Pronoy Roy, Mrs.Radhika Roy
and their associates (i.e, my other captors & tormentors). Dr. Pronoy Roy,
Mrs.Radhika Roy and their associates must have to deposit my dues of Rs.20,000
Crore in to my bank a/c on or before 15.08.2014. If in case they won’t deposit
my dues of Rs.20,000 crore in to my bank a/c on or before 15.08.2014, Dr.
Pronoy Roy, Mrs. Radhika Roy and their associates must be hanged and their
heads must be preserved in national museum to show the world what kind of
criminal and maniac they are and what they have done to my life in last nine
and half years. I also want minimum
15 years of rigorous jail term to those who murdered my father. I also want a
written assurance from President of India on behalf of Indian State that if I
die before my age of 60 years, Indian State (Republic of India) will arrest,
punish and hang Dr.Pronoy Roy, Mrs.Radhika Roy and their entire associates.
Dr.Pronoy Roy and his associates made more than 1 lakh bodies
out of me. Many bodies got recovered. Many more are yet to be recovered and to
be traced out. Many bodies are still in underground bunkers. Many bodies are
still in the hands of private people in somewhere. Few bodies are still under
water. Few people relocated one of my body frequently from time to time. One body
is in the hands of a dangerous man with a sword is in his hand (in this body
technology is different-fine wire wrapped around my flesh of my right leg).
Apart from me, they kept my family members also captive somewhere. They kept my
elder brother (Shri Rajesh Borah), My younger brother (Shri Biraj Borah), My 10
year old bhatija (shri Rahul Borah), My sister-in-law (Mrs.Anima Kakati Borah),
My cousin Mrs.Mamoni Hazarika, My brother in law Shri Pankaj Das, My sister
Mrs.Rekha Das, My cousin Shri Promod Borah and his family as captive somewhere.
My father (Shri Krishna Borah) was also their captive. They brutally tortured
and murdered him on 2nd june, 2013. So, I am really worried for my remaining
family members as listed above. If in case of death of any of my above family
members those who are captive, kindly persuade Hon’ble Chief Justice of India
to award capital punishment to Dr.Pronoy Roy and his entire associates.
In last nine and half years they tortured me like anything. They
constantly tortured each and every organ of my body. They continuously tortured
my brain, liver, heart, kidney, each and every vein, capillary, nerve of my
body. I luckily survived many murderous assaults in my life. Nowhere in this world, a human being
tortured in such a manner in last 5000 years of world history. Apart from torturing me in such a manner,
they damaged my ‘private part’ completely by inserting hot iron rod in to thin
capillaries of my ‘private part’. I may die because of cancer (due to prolong
exposure to electromagnetic radiation), I may die because of failure of
critical organs (such as heart, liver, kidney, brain due to constant torture in
last nine and half years) and I may die because of some deadly disease (as they
inserted needle and injected some liquids, probably virus of some deadly
disease from time to time in to my body). I should live at least 60 years as
average age of an Indian is 70 years. If I die before my age of 60 years,
Dr.Pronoy Roy and his associates (i.e, my other captors and tormentors) should
get severe punishment. In my Petition submitted to President of India dated
22.07.2014 (Copy Enclosed), I requested him to instruct his Secretary, MHA, to
issue a written assurance (thro’ Gazette Notification) to me that if I die
before my age of 60 years, Indian State (Republic of India) will arrest, punish
and hang Dr.Pronoy Roy, Mrs.Radhika Roy and their entire associates.
I read two words ‘secrecy’
and ‘discipline’ somewhere in ‘Times
of India’ (A leading News Paper of India) in 2014. Also I read another word ‘match fixing’ somewhere in ‘Times of
India’ in 2013. I could not able to understand anything. Probably, some people
are playing some dirty game with my life and with the life of my family members
without my knowledge & consent.
Since 2006, I wrote many petitions to Prime Minister of India,
Mrs. Sonia Gandhi and to the President of India seeking freedom, justice and adequate
compensation/ dues. On 21 Dec, 2006 vide
letter No..04/3/2006-PMP-4/455990, Prime Minister’s Office (PMO) forwarded my
one petition (my petition to Prime Minister dated 24/11/2006) to Secretary, Ministry
of Information & Broadcasting (MIB) for appropriate action. MIB did not
take any action on it. Then I filed RTI to MIB, I got a reply from MIB (copy
enclosed for your kind consideration).Again on 14.06.2007 vide letter
No.4/3/2007-PMP-IV/452714, PMO again forwarded another petition (My petition to
Prime Minister, dated 28.05.2007) to MIB for appropriate action. Again MIB did
not take any action on it. I also got a reply (No.RTI/1931/2008-PMR) against my
RTI application dated 24.10.2008 from PMO. President of India too forwarded one
of my petition (My petition to him dated 28.12.2011) to MIB for appropriate action.
But still MIB did not take any appropriate action on that petition. In 11th
Dec, 2012, MIB (vide letter No.3105/182/2011-BC III, dated 11th
Dec.,2012) forwarded four of my
petitions (My Petitions to Prime Minister dated 30.06.2012, 16.09.2012,
01.10.2012 & 01.11.2012 ) to Ministry of Home Affairs ( MHA) to take appropriate
action. MHA did not take any action to rescue my life from this illegal,
inhuman and barbaric confinement and to get my outstanding dues from M/s NDTV
Ltd, as I prayed for. Instead, they forwarded the file to National Human Rights
Commission ( NHRC) (vide letter No.15011/16/2013-HR-II dated 09.01.2013). On
26.03.2013, MHA informed me that NHRC has registered my case (case
No.86/3/24/2013). On 08.04.2013, I got a letter from NHRC stating that NHRC
can’t take action because NDTV is a private company. After that MHA returned
the file to MIB. But MIB
could have prevented such violation of human rights long back in the year 2006
itself. Because of negligence in the part of MHA and MIB, me and my family
suffered like this. MHA & MIB are government agencies and why they allowed
M/s NDTV Ltd. to torture me and my family members in such a manner in spite of
my repeated plea to rescue my life from this illegal, inhuman and barbaric
confinement with my dues at the rate of Rs.15 Crore/ hr. NHRC could have taken
action against MIB & MHA, if in case NHRC could not take action against M/s
NDTV Ltd.
Some people may be used me in Supreme Court without my knowledge
and consent. I got some indirect hints in Twitter about it. So, I submitted 14
(fourteen) petitions to Hon’ble Chief Justice of India. In my 14th
petitions submitted to Hon’ble Chief Justice of India, I requested him to
engage a high power independent task force to set me and my family members free
from this illegal, inhuman and barbaric confinement. And then ask Dr.Pronoy Roy,
& his associates to deposit my dues of Rs.20,000 crore in to my Bank A/c at
the earliest (if in case they won’t deposit my dues of Rs.20,000 crore in to my
bank a/c at the earliest, I requested CJI to award capital punishment to
Dr.Pronoy Roy and his associates and preserve their heads in national museum to
show the world what kind of criminal & maniac they are and what they have
done to my life in last nine and half years) and to award at least 15 years rigorous jail
term to those who murdered my father. So far, I have not seen any action from
Hon’ble Chief Justice of India. Me and my family members still captive and no
independent, high power task force has been engaged to set me and my family
members free from this illegal, inhuman & barbaric confinement. I have not
received my dues of Rs.20,000 crore from Dr.Pronoy Roy, Mrs.Radhika Roy &
their associates yet and no action initiated against them. And no action has
been taken against those who murdered my father.
Respected Sirs/ Madams, I can’t live in this illegal, inhuman
and barbaric confinement anymore. I can’t tolerate such illegal, inhuman &
barbaric torture anymore. I want freedom, I want freedom of my family members
(those who are captive) and I want my dues of Rs.20,000 crore from Dr.Pronoy
Roy, Mrs.Radhika Roy and their associates on or before 15.08.2014. Kindly
ensure that Dr.Pronoy Roy, Mrs.Radhika Roy and their entire associates must
have to deposit my dues of Rs.20,000 crore in to my bank a/c on or before
15.08.2014.If in case they won’t deposit my dues of Rs.20,000 crore in to my
bank a/c on or before 15.08.2014, kindly ensure that Dr.Pronoy Roy, Mrs.Radhika
Roy and their associates must get capital punishment and their heads must be
preserved in national museum to show the world what kind of criminal and maniac
they are and what they have done to my life in last nine and half years. Also
kindly ensure minimum 15 years of rigorous jail term to those who murdered my
father. Also please persuade President of India to instruct Secretary, MHA to issue a written assurance (thro’ Gazette
Notification) to me that if I die before my age of 60 years, Indian State
(Republic of India) will arrest, punish and hang Dr.Pronoy Roy, Mrs.Radhika Roy and their
associates.
This is grave crime against
humanity. Therefore, kindly build up international opinion to persuade Hon’ble
Chief Justice of India to engage an independent high power task force to set me and my family members (those who are
captive) free from this illegal, inhuman and barbaric confinement and then to instruct
Dr.Pronoy Roy & his associates to deposit my dues of Rs.20,000 Crore in to
my Bank A/C on or before 15.08.2014. If in case they won’t deposit my dues of
Rs.20,000 crore in to my bank a/c on or before 15.08.2014, kindly persuade
Hon’ble Chief Justice of India to award capital punishment to Dr.Pronoy Roy, Mrs. Radhika Roy and
their entire associates and to preserve their heads in national museum to show
the entire world what kind of criminal and maniac they are & what they have
done to my life in last nine and half years. Also kindly persuade
Hon’ble Chief Justice of India to award minimum 15 (fifteen) years of rigorous jail term to those
who murdered my father. And also persuade President of India to instruct Secretary, MHA, to issue a
written assurance (thro’ Gazette Notification) to me that if I die before my
age of 60 years, Indian State (Republic of India) will arrest, punish and
hang Dr. Pronoy Roy, Mrs. Radhika Roy and their entire associates.
I also fear of my life under this captive situation. If in case
of my death under this captive situation, please ask President of India to
arrange to pay my dues of Rs.20,000 crore to my two brothers (i.e, Shri Rajesh
Borah & Shri Biraj Borah) and then persuade Ho’ble Chief Justice of India
to award capital punishment to Dr.Pronoy Roy, Mrs.Radhika Roy and their
associates.
This is a grave crime against humanity. I sincerely hope world
community will not remain a mute spectator to such brazen violation of human
rights.
