Dear Sir,
I am in a terrible situation. My life is in great danger. IN THE
MONTH OF FEB’2005, DR. PRANNOY ROY & MRS.RADHIKA ROY OF M/S NDTV LTD, New
Delhi, inserted an unknown dangerous technology in to my body without my
knowledge and consent thus made me captive in complete violation of Universal
Declaration of Human Rights and in complete violation of all prevailing law of
India and then gave access of every single second of my life to facilitate all
kinds of people to make money and to take benefits such as political, economic
and benefits from judiciary. Also to use my life under this captive situation
for various national/ international purposes & for supreme national
interest etc. One more motive of this illegal, inhuman & barbaric
confinement is to hack EVM m/c to win elections. In fact, in India EVM m/cs are
hacked in all elections since 2006. They are making money & taking above
benefits illegally, inhumanly, without my knowledge &

they tortured each and every organ of my body including my brain, liver, heart,
kidney, penis, bones, eyes etc. Nowhere in this world a human being is tortured
like me in last 5000years of world history. In 2009, one day they removed my
heart and then hanged it from my neck. After that my heart was swinging like a
pendulum for next 45days. Another day in 2009 they took my brain out and then
burned it. My brain was their worst victim. They inserted layers of layer
electronic devices into my brain. They removed one such layer of electronic
devices from my brain when parliament passed Lokpal Bill. They removed another
such layer of electronic devices from my brain when Mr.Barack Obama visited
India in 2015. They also damaged my private part (including my testicles) by
inserting hot iron rod into thin capillaries of my private part in 2012 and
2013. They also tried to murder me several times including one that 10days long
bloodbath in 2009. In 2009, at Indore, I did Full body CT scan and MRI scan of
my brain. That Full body CT scan revealed that almost all my bones more
particularly my spinal cord got decayed and degenerated. That was in February,
2009. After that I have not done any Full body CT scan. One can easily imagine
conditions of my bones right now. They also kept some of my family members as
captive along with me. They kept my
elder brother- Shri Rajesh Borah, My younger brother- Shri Biraj Borah, My
sister-in-law- Mrs.Anima Kakati Borah, My bhatija- shri Hritik Raj Borah, My bhatiji
-Miss Himangi Borah & My another bhatiji- Miss Munmi Borah
as captive . My father (Late Krishna Borah) was also their captive.
They brutally tortured and murdered him on 2nd june, 2013. In
2008, they damaged the left leg of my elder brother Shri Rajesh Borah
permanently.
I was not aware about the situation that I was in upto December,
2008. In January,2009 when they burnt me-I looked towards the sky. Later when
they did the bloodbath-I came to know I am in a tube. After submission of my 2nd
Bill in 2012, they started recovering my clones one after another- after that I
came to know they made many clones out of me. Just after Loksabha passed the
Lokpal Bill, they removed one huge layer of Electronic devices from my
brain-then only I came to know that all those years all those electronic
devices were inside my brain.
I may die because of cancer (due to prolong exposure to
electromagnetic radiation), I may die because of failure of critical organs
(such as heart, liver, kidney, brain etc. due to constant torture since
February,2005) , I may die because of some deadly disease (as they inserted
needle and injected some liquids, probably virus of some deadly disease from
time to time in to my body) and I may die due to unknown bone related disease (
due to this constant heat applied on me). I should live at least 70 years. I
want a written assurance from President of India that Republic of India will

eyesight in this life time.
NDTV and Entire main stream media of India directly involved in
this heinous crime. Entire main stream media of India (both print
&electronic media) and NDTV must be shutdown with immediate effect. They
should be allowed to operate again only after I get Rs.71,00,000Crores (Rupees Seventy
One Lac Crores only) and above three written assurances from President of
India.
I came to know it is NDTV only in 2011. One day in 2011, a girl
named ‘Lilly’ (I don’t know her actual name. Her twitter profile name was
‘Lilly’) wrote in twitter, “It is NDTV. Not Government of India. Shri Arnab
Goswami (a news reader of a Mumbai based News Channel) is demanding shutdown of
NDTV”. Before that I thought it was Sardar Manmohan Singh and his Government.
Later when I heard Shri Arnab Goswami again demanded shutdown of Entire Main
Stream Media of India, then only I came to know Entire Main Stream Media of
India behind this heinous crime.
In 2006, one Shri Vir Sanghvi wrote in Hindustan Times advising
me to ‘speak out for freedom of speech’. Few weeks later in the same news paper
one Shri Vinod Mehta wrote that I shouldn’t get freedom of speech. So, in those
days I thought it was Government of India.
So, I sent my first petition to Prime Minister of India on
24.11.2006. Since then I sent many petitions to Prime Minister of India,
President of India and to Mrs.Sonia Gandhi. I also sent 20nos of Petitions to
Chief Justice of India, 9 nos of Petitions to Chairman of National Human
Rights Commission and 14nos of Petitions to International community till date.
I also sent total 69nos of Bills till date. I sent a copy of my each bill to
Prime Minister of India/ President of India, Chief Justice of India, Chairman
of National Human Rights Commission and to International community. I also
lodged a police complaint at Okhla Police Station in Delhi in 2014. Again
I submitted another complaint at Narayanpur police station, Narayanpur,
District: Lakhimpur, Assam, (India) on 10.07.2021.

Out of frustration I deleted that blog in 2010. However
hardcopies of some of those petitions along with replies received from PMO,
MHA, MIB and NHRC are still with me. I uploaded all my petitions and
my bills from 2011 to till date along with replies received from PMO, MHA, MIB,

On 21 Dec,
2006, vide letter No..04/3/2006-PMP-4/455990, PMO forwarded my one
petition (my petition to Prime Minister of India dated 24/11/2006) to Secretary
of MIB for appropriate action. MIB did not take any action on it. Then I filed
RTI to MIB. In their reply to me, MIB tried to fool me- as if they were not
aware of anything. Again on 14.06.2007 vide letter No.4/3/2007-PMP-IV/452714,
PMO again forwarded another petition (My petition to Prime Minister, dated
28.05.2007) to MIB for appropriate action. Again MIB did not take any action on
it. I also got a reply (No.RTI/1931/2008-PMR) against my RTI application dated
24.10.2008. In 2008, I also got another reply from MIB against my another RTI
application to MIB. In 2009, I resigned from GAIL (India) Ltd. (then I was
posted at AGL, Indore on deputation from GAIL) and shifted to Guwahati. During
shifting, I lost that reply. So, in 2014, I went to MIB to collect a copy of
it. But MIB people told me that their minister Late Arun Jaitley ordered to
destroy all RTI related documents & so they destroyed those documents
including my that reply from MIB. How can a minister order to destroy
Government document? And what was the motive behind it? Just after bloodbath,
one Shri Rajdeep Sardesai, a news reader from a New Delhi based NewsChannel,
came to Guwahati to justify the bloodbath. I wrote about it to the President of
India in my petition to him dated 28.12.2011. President’s Secretariat forwarded
that petition to MIB for appropriate action. But still MIB did not take any
appropriate action on that petition. On 11th Dec, 2012, MIB
(vide letter No.3105/182/2011-BC III, dated 11th Dec.,2012)
forwarded four of my petitions (My Petitions to Prime Minister dated
30.06.2012, 16.09.2012, 01.10.2012 & 01.11.2012 ) to MHA to take
appropriate action. MHA did not take any action to rescue my life from this
illegal, inhuman and barbaric confinement and to get my outstanding dues from
M/s NDTV & their entire associates, as I prayed for. Instead, they
forwarded the file to NHRC (vide letter No.15011/16/2013-HR-II dated
09.01.2013). On 26.03.2013, MHA informed me that NHRC has registered my case
(case No.86/3/24/2013). On 08.04.2013, I got a letter from NHRC stating that
NHRC can’t take action because NDTV is a private company. But MIB
could have prevented such violation of human rights long back in the year 2006
itself. Because of negligence in the part of MHA and MIB, me and my above
family members are suffering like this. MHA & MIB are government agencies
and why they allowed M/s NDTV Ltd. and their Entire Associates to torture me
and my family members in such a manner in spite of my repeated plea to rescue
my life from this illegal, inhuman and barbaric confinement with my dues of
Rs.71,00,000crores.
On 23rd May,2013, MHA (Vide Letter
No.20011/1/2013-Coord.II) again forwarded few of my petitions/bills to Prime
Minister of India to Chief Secretary of Assam for appropriate action . But
Chief Secretary of Assam has not taken any action on it so far.
I also lodged a complaint at Okhla Police Station, New Delhi on
30.06.2014. But Delhi Police did not take any action on it. Instead
Addl.Dy.Commissioner of Police-I,South East District, New Delhi sent me a reply
to me (Letter No. 584/AC-III/HAC/SED
dated 12.02.2015). Instead of taking
action on my complaints, he tried to protect those criminals. His reply clearly
shows that Delhi Police is in hand in glove with my captors and tormentors.
On 9th January 2015, MHA (vide letter
No.20011/3/2014-Coord.-II) forwarded my petition to President of India
dated 22.07.2014 to Economic Adviser, D/o Financial Services (banking
division), Ministry of Finance, Government of India, for appropriate action.
But above Economic Adviser didn’t take any action on it. In 2018, I went to
above Economic Adviser’s office & they told me above MHA’s letter was not
there in their office. So, I went to MHA & asked them to again send
instruction to above Economic Adviser office. Accordingly Vide Letter
No.20011/01/2018-Coord.II dated nil,2018, MHA again sent an office memorandum
to Economic Adviser (PG), Department of Financial Services (Banking Division),
Ministry of Finance, Government of India. Two days later I contacted above
Economic Adviser’s office. They told me they got the letter and above Economic
Adviser forwarded it to one of his Joint Secretary Shri Gulab Singh.
Immediately I went to Shri Gulab Singh’s office. Joint Secretary Shri Gulab
Singh & his under secretary searched everywhere in their offices but could
not able to find that letter/ file. They even searched online also. But could
not able to find that letter/ file. How that letter/ file got disappeared from
above Economic Adviser’s office? Who stole that letter/ file from above
Economic Adviser’s office? Why above Economic Adviser allowed to happen such
thing in his office? I went to that office few more days & requested all
concerned to trace out that letter/ file. But nobody could able to trace out
that letter/ file. After that I came back to Narayan Pur (my native place).
From Narayan Pur also I sent few emails to above Economic Adviser’s office. But
they didn’t reply. I also wrote to Late Arun Jaitley then Minister of Finance,
Government of India (through registered post). But I didn’t get any reply from
him.
In 2018,2019 & 2021 also, I sent copy of my
55th Bill,56th bill, 57th bill,
58th Bill, 59th Bill, 60th Bill,
61st bill, 62nd bill, 63rd bill,64th bill,
65th bill, 66th bill, 67th bill,
68th bill and 69th bill to Prime Minister Of
India thro’ registered post. I also sent few petitions to Prime Minister of
India in 2018, 2019 and in 2020 . But PMO did not take any action on any of it.
On 07.01.2021, President’s Secretariat forwarded four of my
petitions (i.e, my petition to Prime Minister of India dated 06.12.2020, my 8th petition
to Chairman of NHRC dated 08.12.2020, my petition to President of India dated
10.12.2020 and my 13th petition to UN and International
Community dated 11.12.2020) to MIB for appropriate action. But MIB hasn’t taken
any action on any of those petitions so far. On 03.02.2021, MIB returned my
petition to The President of India dated 10.12.2020 back to President’s
Secretariat as MIB claimed ‘matter didn’t pertain to MIB’. President’s
Secretariat then forwarded my that petition to PMO for appropriate action.
President’s Secretariat also transferred my RTI application to President’s
Secretariat to CPIO of PMO to give reply to me. Latter I received three reply
from CPIO of PMO on two separate date. In all three replies, against Point No.1
of my RTI application to President’s Secretariat dated 03.01.2021, CPIO of PMO
wrote to me that PMO simply filed my petition to the President of India dated
10.12.2020. He also gave me a registration number :PMO/PG/D/2021/0059887. I
checked the website (given to me by CPIO of PMO) at my mobile phone and in an
internet café taking hotspot from Jio & Vodafone sim card. But I found
nothing in that website against that registration number. This simply shows
that CPIO of PMO simply tried to fool me and thus violated RTI Act,2005. And he
didn’t give any reply against my other
three points of my RTI Application to President’s Secretariat dated 03.01.2021.
Thus violated RTI Act,2005.
On 09.04.2021, Under Secretary to Govt of Assam, Political (A)
Department forwarded my petition to The Prime Minister of India dated
12.05.2020 for necessary action to Deputy Commissioner of Lakhimpur District.
But Deputy Commissioner of Lakhimpur District hasn’t taken any action on it. On
24.06.2021, I met Deputy Commissioner in his office. He simply told me, ‘I read
your entire petition. But I can’t do anything on it’.
On 07.05.2021, MHA forwarded my email to Dy. Secretary of
Department of Financial Services, Ministry of Finance, Government of India to
the Secretary, MIB for appropriate action as MHA claimed, ‘Matter pertain to
MIB’. But MIB hasn’t taken any action on it so far.
Again I submitted another complaint at Narayanpur police station,
Narayanpur, District: Lakhimpur, Assam, (India) on 10.07.2021. Just after
submission of my complaint, they asked me to sign a form. Because of the
situation that I am in and because of all those ‘mind control’ technology
applied on me, sometime it is difficult for me to take ‘on the spot’ decision.
By mistake I signed that form. One thing I would like to make it clear once
again-nobody (except me) should get money or any other benefits out of my huge
sufferings. Therefore, Assam Police or for that matter anybody else (except me)
shouldn’t get money or any other benefits out of my huge sufferings. Only I
must get Rs.71,00,000Crores and above three written assurances from President
of India. But Narayanpur Police (Assam Police) yet not taken any action on the
complaint I submitted at Narayanpur police station on 10.07.2021.
On 23.11.2021,I President’s Secretariat forwarded my petition to
the President of India dated 25.06.2021 to MHA. But MHA hasn’t taken any action
on that petition yet.
On 22.12.2021, I received a reply from FAA of PMO. PMO again
simply filed my 69th bill. My petition and bills are actionable in
President’s Secretariat but not in PMO & MHA. Why it is so?
President”s Sectariat (Letter No:SL.No.P1/B/0303220044 dated
03/03/2022) forwarded my petition to The President of India dated 16.02.2022 to
MHA. But MHA has not taken any action on it so far. So, I sent a RTI
application to MHA on 16.10.2022.
On 23.05.2022,
I attended CIC hearing in DC office, North Lakhimpur through video
conferencing. I submitted my case. After hearing me, CIC declared, ' I'll issue
order to Prime Minister of India to pay Rs.71,00,000Crores (US$1trillion) to
you.'. On 07.06.2022, I received CIC's letter on that hearing. To my utter
surprise, CIC didn't issue any such order to PMO.
On 13.10.2022
I attended another CIC hearing. During hearing, CIC told me, ‘I already heard
your case-you want Rs.5,00,000 Crores & three written assurance from
President of India?’. Immediately I replied ‘I want Rs.71,00,000 Crores
(US$1trillion) & three written assurances from President of India. I’ll not
accept anything less than Rs.71,00,000 Crores.’ Then he said ‘Thank you’.
On 23.04.2022, I received a reply from CPIO of PMO. In his reply
against Point No.1 of my RTI application to PMO dated 04.03.2022, CPIO of PMO
informed me that PMO simply filed my petition & gave me a registration
no.PMOPG/D/2022/0049947. I checked in the website given to me by PMO from my
mobile phone & also from my laptop taking hotspot from my both Vodafone
& Jio SIM Card. But I have not found anything in that website against that
registration number. This simply shows CPIO of PMO simply tried to fool me
& thus violated RTI Act,2005.
Against Point No.2 of my RTI application to PMO dated
04.03.2022, CPIO of PMO could have easily given me the information (i.e, date
of payment of Rs.71,00,000Crores to me). PMO is the best authority in India to
give this information to me. PMO could have collected this information under
any law and should have supplied that information to me. But CPIO of PMO chose
not to give information against this point & thus violated RTI Act,2005.
Against Point No.3 of my RTI application to PMO dated
04.03.2022, CPIO of PMO should have collected the information from MHA &
should have supplied that information to me. But CPIO of PMO chose not to give
information against this point and thus violated RTI Act,2005.
Against Point No.4 of my RTI application to PMO dated
04.03.2022, PMO is the best authority to give this information to me. But CPIO
of PMO chose not to give information against this point and thus violated RTI
Act,2005.
I sent a First appeal to FAA of PMO dated 12.04.2022 asking him
to instruct CPIO of PMO to give me complete (pointwise) and accurate reply to
me and to recommend to Central Information Commission for penalty and
disciplinary action against CPIO of PMO. On 03.06.2022, I received a reply from
FAA of PMO. In his reply, instead of instructing CPIO of PMO to give me
complete (point wise) and accurate information, he simply tried to fool me and
thus violated RTI Act,2005.
Officials in PMO, MHA, office of DGP- Assam, office of DC- North
Lakhimpur & office of SP- North Lakhimpur not only violated RTI Act,2005.
But also put RTI Act, 2005 in great danger.
I already sent 3nos of 2nd Appeal to CIC till date against PMO.
I also sent one another 2nd Appeal to State CIC, Assam against office of DGP,
Assam dated 18.10.2022.
NOW RTI ACT, 2005 IS IN GREAT DANGER. AND THAT CAN’T BE ALLOWED
TO HAPPEN AT ANY COST. I MUST GET COMPLETE (POINT WISE) AND ACCURATE REPLY FROM
PMO, MHA AND OFFICE OF DGP, ASSAM (ASSAM POLICE HEAD QUARTERS) AT THE EARLIEST.
AS I AM THE VICTIM OF WEAPON GRADE SPYWARE TOO I WANT REPLY FROM PMO,MHA AND
OFFICE OF DGP,ASSAM IN HARD COPY (i.e, OFFLINE COPY).
PMO, MHA, MIB, Delhi Police, chief Secretary of Assam, Deputy Commissioner of Lakhimpur
District and Assam Police are duty bound
to protect right, life and dignity of every citizen of this country. Due to
utter negligence of PMO, MHA, MIB, Delhi Police, Chief Secretary of Assam, Deputy Commissioner
of Lakhimpur District and Assam Police, I and my above family members are suffering like
this. NHRC could have taken action against PMO, MHA, MIB, Delhi Police,
Chief Secretary of
Assam, Deputy Commissioner of Lakhimpur District and Assam Police if it can't
take action against M/s NDTV Ltd. & their entire associates. I already sent
9nos of Petitions to the Chairman of NHRC. I also sent copy of my each bill and
copy of my each petition to various authorities to Chairman, NHRC. The
way NHRC treated my all those petitions and bills should be a matter of serious
concern for entire world.
Since 2005, Republic of India has been taking many exceptional
benefits out of my huge sufferings. But at the same time failed to set me and
my family members free from this illegal and barbaric confinement with my dues
of Rs.71,00,000Crores (Rupees Seventy One Lac Crores only) along with
written assurances from President of India in spite of my repeated plea since
2006. This Prime Minister of India, Shri Narendra Modi too promised to pay
Rs.7,00,000 Crores to me in 2014- just before 2014 General Election. But he
hasn't paid me Rs.71,00,000Crores (Rupees Seventy One Lac Crores only) yet.
Nobody is honest in India (except me).
Fact is that an Indian
is not a LW/ RW nor any kind of activist to any cause. An Indian is basically a
'papi pet ka pujari' - dangerously dishonest, criminal, murderer, matchfixer,
EVM machine hacker and dalal to the core. They even didn't spare my 78years old
father Late Krishna Borah, damaged the left leg of my elder brother Shri Rajesh
Borah permanently, ruined the life of my young bhatija Shri Hritik Raj Borah
apart from torturing me in such a manner. This world will
be a much better place to live without these 1.36billion people of India
(including these entire 36million people of Assam). If somebody murder entire
1.36billion people of India (except me and my family members those who are
captive along with me)-in that case I don’t want a single coin. Otherwise I
want Rs.71,00,000Crores (US$1trillion) and three written assurances from the
President of India.
