Dear Madam,
I am in a terrible situation. My life is in great danger. IN THE
MONTH OF FEB’2005, DR. PRANNOY ROY & MRS.RADHIKA ROY OF M/S NDTV LTD, New
Delhi, inserted an unknown dangerous technology in to my body without my
knowledge and consent thus made me captive in complete violation of Universal
Declaration of Human Rights and in complete violation of all prevailing law of
India and then gave access of every single second of my life to facilitate all
kinds of people to make money and to take benefits such as political, economic
and benefits from judiciary. Also to use my life under this captive situation
for various national/ international purposes & for supreme national
interest etc. One more motive of this illegal, inhuman & barbaric
confinement is to hack EVM m/c to win elections. In fact, in India EVM m/cs are
hacked in all elections since 2006. They are making money & taking above
benefits illegally, inhumanly, without my knowledge &
consent, & at the cost of my huge sufferings & at the cost

(Directed Energy Weapons), RNM (Remote Neural Manipulation), dangerous AI and
weapon grade spyware on me. In last 18years they tortured each and every organ
of my body including my brain, liver, heart, kidney, penis, bones, eyes etc.
Nowhere in this world a human being is tortured like me in last 5000years of
world history. In 2009, one day they removed my heart and then hanged it from
my neck. After that my heart was swinging like a pendulum for next 45days.
Another day in 2009 they took my brain out and then burned it. My brain was
their worst victim. They inserted layers of layer electronic devices into my
brain. They removed one such layer of electronic devices from my brain when
parliament passed Lokpal Bill. They removed another such layer of electronic
devices from my brain when Mr.Barack Obama visited India in 2015. They also
damaged my private part (including my testicles) by inserting hot iron rod into
thin capillaries of my private part in 2012 and 2013. They also tried to murder
me several times including one that 10days long bloodbath in 2009. In 2009, at
Indore, I did Full body CT scan and MRI scan of my brain. That Full body CT
scan revealed that almost all my bones more particularly my spinal cord got
decayed and degenerated. That was in February, 2009. After that I have not done
any Full body CT scan. One can easily imagine conditions of my bones right now.
I am also
suffering day to day torture (they used to call these day to day tortures as
‘storm’ in social media). Sometime such “storm” lasted continuously for 2/3
days. These ‘storms’ are dangerously painful–probably carries out by computer driven robot.
Because a human can’t torture in such a speed. They also used to cause ‘loose motion’
(Diarrhea) from time to time. I have to take high power antibiotics (such as
Norfolk TZ) to control such ‘loose motion’ (Chemist in Assam used to call
Diarrhea as 'loose motion'). Frequent use of such high power antibiotics may
one day completely damage my digestive system. They already brutally tortured and murdered
my father Late Krishna Borah on 2nd June, 2013. In 2008, they
permanently damaged the left leg of my elder brother Shri Rajesh Borah. They also ruined the
academic career of my young bhatija Shri Hritik Raj Borah ( upto claas VI,
my bhatija Shri Hritik Raj Borah was a very good student scoring over 95% marks
in all of his subjects in his school. After that as I stopped watching TV and
reading newspaper, they (mostly those people of Assam inside that house) tried
to seek my opinion against all those issues they fought in street, various
legislatures, judiciary and various other platforms using his mouth all the
time. That way he lost concentration on his studies and became a poor performer
in studies).
I was not aware about the situation that I was in upto December,
2008. In January,2009 when they burnt me-I looked towards the sky. Later when
they did the bloodbath-I came to know I am in a tube. After submission of my 2nd
Bill in 2012, they started recovering my clones one after another- after that I
came to know they made many clones out of me. Just after Loksabha passed the
Lokpal Bill, they removed one huge layer of Electronic devices from my brain.
In 2015, when Mr.Barack Obama (then President of USA) visited India- then they
removed another such huge layer of electronic devices from my brain. After that
only I came to know that all those years all those electronic devices were
inside my brain.
I may die because of cancer (due to prolong exposure to
electromagnetic radiation), I may die because of failure of critical organs
(such as heart, liver, kidney, brain etc. due to constant torture since
February,2005) , I may die because of some deadly disease (as they inserted needle
and injected some liquids, probably virus of some deadly disease from time to
time in to my body) and I may die due to unknown bone related disease ( due to
this constant heat applied on me). I should live at least 70 years. I want a

the world what kind of criminal & maniac they are & what they have done
to my life since February, 2005.
They already brutally tortured and murdered my father Late
Krishna Borah on 2nd June, 2013. In 2008, they damaged the left leg
of my elder brother Shri Rajesh Borah permanently. They also ruined the
academic career of my young bhatija Shri Hritik Raj Borah. Now I am worried
about my two brothers & their families. They are my elder brother Shri
Rajesh Borah, My Bhabi (wife of Shri Rajesh Borah) Mrs. Anima Kakoti Borah, My
younger brother Shri Biraj Borah, My bhai bowari (wife of Shri Biraj Borah)
Mrs. Namita Deka, My Bhatija (Son of Shri Rajesh Borah) Shri Hritik Raj Borah,
My Bhatiji (daughter of Shri Biraj Borah) Miss Himangi Borah and my another
bhatiji (daughter of Shri Rajesh Borah) Miss Munmi Borah. In case of death of any memeber of my two
brother’s family (as mentioned above), Dr.Prannoy Roy (Ex Co Chairman of M/s NDTV Ltd.), Mrs. Radhika Roy (Ex Co Chairman of M/s NDTV Ltd.), Shri Jayanta Baruah (of M/s

NDTV and Entire main stream media of India directly involved in
this heinous crime. Entire main stream media of India (both print
&electronic media) and NDTV must be shutdown with immediate effect. They
should be allowed to operate again only after I get Rs.71,00,000Crores (Rupees Seventy
One Lac Crores only) and above three written assurances from President of
India.
I came to know it is NDTV only in 2011. One day in 2011, a girl
named ‘Lilly’ (I don’t know her actual name. Her twitter profile name was
‘Lilly’) wrote in twitter, “It is NDTV. Not Government of India. Shri Arnab Goswami
(a news reader of a Mumbai based News Channel) is demanding shutdown of NDTV”.
Before that I thought it was Sardar Manmohan Singh and his Government. Later
when I heard Shri Arnab Goswami again demanded shutdown of Entire Main Stream
Media of India, then only I came to know Entire Main Stream Media of India
behind this heinous crime.
In 2006, one Shri Vir Sanghvi wrote in Hindustan Times advising
me to ‘speak out for freedom of speech’. Few weeks later in the same news paper
one Shri Vinod Mehta wrote that I shouldn’t get freedom of speech. So, in those
days I thought it was Government of India.
So, I sent my first petition to Prime Minister of India on
24.11.2006. Since then I sent many petitions to Prime Minister of India,
President of India and to Mrs.Sonia Gandhi. I also sent 20nos of Petitions to
Chief Justice of India, 9 nos of Petitions to Chairman of National Human
Rights Commission and 14nos of Petitions to International community till date.
I also sent total 69nos of Bills till date. I sent a copy of my each bill to
Prime Minister of India/ President of India, Chief Justice of India, Chairman
of National Human Rights Commission and to International community. I also
lodged a police complaint at Okhla Police Station in Delhi in 2014. Again
I submitted another complaint at Narayanpur police station, Narayanpur,
District: Lakhimpur, Assam, (India) on 10.07.2021.
I uploaded all my petitions from 2006 to 2009 into my blog

Out of frustration I deleted that blog in 2010. However
hardcopies of some of those petitions along with replies received from PMO,
MHA, MIB and NHRC are still with me. I uploaded all my petitions and
my bills from 2011 to till date along with replies received from PMO, MHA, MIB,

On 21 Dec,
2006, vide letter No..04/3/2006-PMP-4/455990, PMO forwarded my one petition
(my petition to Prime Minister of India dated 24/11/2006) to Secretary of MIB
for appropriate action. MIB did not take any action on it. Then I filed RTI to
MIB. In their reply to me, MIB tried to fool me- as if they were not aware of
anything. Again on 14.06.2007 vide letter No.4/3/2007-PMP-IV/452714, PMO again
forwarded another petition (My petition to Prime Minister, dated 28.05.2007) to
MIB for appropriate action. Again MIB did not take any action on it. I also got
a reply (No.RTI/1931/2008-PMR) against my RTI application dated 24.10.2008. In
2008, I also got another reply from MIB against my another RTI application to
MIB. In 2009, I resigned from GAIL (India) Ltd. (then I was posted at AGL,
Indore on deputation from GAIL) and shifted to Guwahati. During shifting, I
lost that reply. So, in 2014, I went to MIB to collect a copy of it. But MIB
people told me that their minister Late Arun Jaitley ordered to destroy all RTI
related documents & so they destroyed those documents including my that
reply from MIB. How can a minister order to destroy Government document? And
what was the motive behind it? Just after bloodbath, one Shri Rajdeep Sardesai,
a news reader from a New Delhi based NewsChannel, came to Guwahati to justify
the bloodbath. I wrote about it to the President of India in my petition to him
dated 28.12.2011. President’s Secretariat forwarded that petition to MIB for
appropriate action. But still MIB did not take any appropriate action on that
petition. On 11th Dec, 2012, MIB (vide letter No.3105/182/2011-BC
III, dated 11th Dec.,2012) forwarded four of my
petitions (My Petitions to Prime Minister dated 30.06.2012, 16.09.2012,
01.10.2012 & 01.11.2012 ) to MHA to take appropriate action. MHA did not
take any action to rescue my life from this illegal, inhuman and barbaric
confinement and to get my outstanding dues from M/s NDTV & their entire
associates, as I prayed for. Instead, they forwarded the file to NHRC (vide
letter No.15011/16/2013-HR-II dated 09.01.2013). On 26.03.2013, MHA informed me
that NHRC has registered my case (case No.86/3/24/2013). On 08.04.2013, I got a
letter from NHRC stating that NHRC can’t take action because NDTV is a private
company. But MIB could have prevented such violation
of human rights long back in the year 2006 itself. Because of negligence in the
part of MHA and MIB, I am suffering like this. MHA & MIB are government
agencies and why they allowed M/s NDTV Ltd. and their Entire Associates to
torture me and my family members in such a manner in spite of my repeated plea
to rescue my life from this illegal, inhuman and barbaric confinement with my
dues of Rs.71,00,000crores.
On 23rd May,2013, MHA (Vide Letter
No.20011/1/2013-Coord.II) again forwarded few of my petitions/bills to Prime
Minister of India to Chief Secretary of Assam for appropriate action . But
Chief Secretary of Assam has not taken any action on it so far.
I also lodged a complaint at Okhla Police Station, New Delhi on
30.06.2014. But Delhi Police did not take any action on it. Instead
Addl.Dy.Commissioner of Police-I,South East District, New Delhi sent me a reply
to me (Letter No. 584/AC-III/HAC/SED
dated 12.02.2015). Instead of taking
action on my complaints, he tried to protect those criminals. His reply clearly
shows that Delhi Police is in hand in glove with my captors and tormentors.
On 9th January 2015, MHA (vide letter
No.20011/3/2014-Coord.-II) forwarded my petition to President of India
dated 22.07.2014 to Economic Adviser, D/o Financial Services (banking
division), Ministry of Finance, Government of India, for appropriate action.
But above Economic Adviser didn’t take any action on it. In 2018, I went to
above Economic Adviser’s office & they told me above MHA’s letter was not
there in their office. So, I went to MHA & asked them to again send
instruction to above Economic Adviser office. Accordingly Vide Letter
No.20011/01/2018-Coord.II dated nil,2018, MHA again sent an office memorandum
to Economic Adviser (PG), Department of Financial Services (Banking Division),
Ministry of Finance, Government of India. Two days later I contacted above
Economic Adviser’s office. They told me they got the letter and above Economic
Adviser forwarded it to one of his Joint Secretary Shri Gulab Singh.
Immediately I went to Shri Gulab Singh’s office. Joint Secretary Shri Gulab
Singh & his under secretary searched everywhere in their offices but could
not able to find that letter/ file. They even searched online also. But could
not able to find that letter/ file. How that letter/ file got disappeared from
above Economic Adviser’s office? Who stole that letter/ file from above
Economic Adviser’s office? Why above Economic Adviser allowed to happen such
thing in his office? I went to that office few more days & requested all
concerned to trace out that letter/ file. But nobody could able to trace out
that letter/ file. After that I came back to Narayan Pur (my native place).
From Narayan Pur also I sent few emails to above Economic Adviser’s office. But
they didn’t reply. I also wrote to Late Arun Jaitley then Minister of Finance,
Government of India (through registered post). But I didn’t get any reply from
him.
In 2018,2019 & 2021 also, I sent copy of my
55th Bill,56th bill, 57th bill,
58th Bill, 59th Bill, 60th Bill,
61st bill, 62nd bill, 63rd bill,64th bill,
65th bill, 66th bill, 67th bill,
68th bill and 69th bill to Prime Minister Of
India thro’ registered post. I also sent few petitions to Prime Minister of
India in 2018, 2019 and in 2020. But PMO did not take any action on any of it.
On 07.01.2021, President’s Secretariat forwarded four of my
petitions (i.e, my petition to Prime Minister of India dated 06.12.2020, my 8th petition
to Chairman of NHRC dated 08.12.2020, my petition to President of India dated
10.12.2020 and my 13th petition to UN and International
Community dated 11.12.2020) to MIB for appropriate action. But MIB hasn’t taken
any action on any of those petitions so far. On 03.02.2021, MIB returned my
petition to The President of India dated 10.12.2020 back to President’s
Secretariat as MIB claimed ‘matter didn’t pertain to MIB’. President’s
Secretariat then forwarded my that petition to PMO for appropriate action.
President’s Secretariat also transferred my RTI application to President’s
Secretariat to CPIO of PMO to give reply to me. Latter I received three reply
from CPIO of PMO on two separate date. In all three replies, against Point No.1
of my RTI application to President’s Secretariat dated 03.01.2021, CPIO of PMO
wrote to me that PMO simply filed my petition to the President of India
dated 10.12.2020. He also gave me a registration number :PMO/PG/D/2021/0059887.
I checked the website (given to me by CPIO of PMO) at my mobile phone and in an
internet café taking hotspot from Jio & Vodafone sim card. But I found
nothing in that website against that registration number. This simply shows
that CPIO of PMO simply tried to fool me and thus violated RTI Act,2005. And he
didn’t give any reply against my other
three points of my RTI Application to President’s Secretariat dated 03.01.2021.
Thus violated RTI Act,2005.
On 09.04.2021, Under Secretary to Govt of Assam, Political (A)
Department forwarded my petition to The Prime Minister of India dated
12.05.2020 for necessary action to Deputy Commissioner of Lakhimpur District.
But Deputy Commissioner of Lakhimpur District hasn’t taken any action on it. On
24.06.2021, I met Deputy Commissioner in his office. He simply told me, ‘I read
your entire petition. But I can’t do anything on it’.
On 07.05.2021, MHA forwarded my email to Dy. Secretary of
Department of Financial Services, Ministry of Finance, Government of India to
the Secretary, MIB for appropriate action as MHA claimed, ‘Matter pertain to
MIB’. But MIB hasn’t taken any action on it so far.
Again I submitted another complaint at Narayanpur police station,
Narayanpur, District: Lakhimpur, Assam, (India) on 10.07.2021. Just after
submission of my complaint, they asked me to sign a form. Because of the
situation that I am in and because of all those ‘mind control’ technology
applied on me, sometime it is difficult for me to take ‘on the spot’ decision.
By mistake I signed that form. One thing I would like to make it clear once
again-nobody (except me) should get money or any other benefits out of my huge
sufferings. Therefore, Assam Police or for that matter anybody else (except me)
shouldn’t get money or any other benefits out of my huge sufferings. Only I
must get Rs.71,00,000Crores and above three written assurances from President
of India. But Narayanpur Police (Assam Police) yet not taken any action on the
complaint I submitted at Narayanpur police station on 10.07.2021.
On 23.11.2021,I President’s Secretariat forwarded my petition to
the President of India dated 25.06.2021 to MHA. But MHA hasn’t taken any action
on that petition yet.
On 22.12.2021, I received a reply from FAA of PMO. PMO again
simply filed my 69th bill. My petition and bills are actionable in
President’s Secretariat but not in PMO & MHA. Why it is so?
President’s Secretariat (Letter No:SL.No.P1/B/0303220044 dated
03/03/2022) forwarded my petition to The President of India dated 16.02.2022 to
MHA. But MHA has not taken any action on it so far. So, I sent a RTI
application to MHA on 16.10.2022. After that I sent my First Appeal to MHA
dated 18.11.2022. I
received a reply from FAA of MHA (Letter No. A-43020/27/2022-RTI-A-113 Dated
14.12.2022). He also enclosed a Xerox copy of letter from CPIO of MHA to me
(letter No.A-43020/01/2022-RTI-3175 dated 10.11.2022). Earlier I have not
received that letter from CPIO of MHA. In his reply CPIO of MHA informed me
that information I sought vide my RTI application to MHA dated 16.10.2022 is
not covered under the definition of Information as per RTI Act.2005. But those
are come under definition of information as per CPIO of President’s
secretariat. That means both CPIO & FAA of MHA simply tried to fool me.
Thus both CPIO & FAA of MHA not only violated RTI Act, 2005, but also put
RTI Act, 2005 in great danger. So, I sent my 2nd appeal to CIC
against MHA dated 28.12.2022.
On 23.05.2022,
I attended CIC hearing in DC office, North Lakhimpur through video
conferencing. I submitted my case. After hearing me, CIC declared, ' I'll issue
order to Prime Minister of India to pay Rs.71,00,000Crores (US$1trillion) to
you.'. On 07.06.2022, I received CIC's letter on that hearing. To my utter
surprise, CIC didn't issue any such order to PMO.
On 13.10.2022
I attended another CIC hearing. During hearing, CIC told me, ‘I already heard
your case-you want Rs.5,00,000 Crores & three written assurance from
President of India?’. Immediately I replied ‘I want Rs.71,00,000 Crores
(US$1trillion) & three written assurances from President of India. I’ll not
accept anything less than Rs.71,00,000 Crores.’ Then he said ‘Thank you’.
On 23.04.2022, I received a reply from CPIO of PMO. He informed
me that PMO simply filed my petition
without taking any action on it & gave me a registration
no.PMOPG/D/2022/0049947.
I again sent another petition to the President of India dated
05.11.2022. President’s
Secretariat forwarded that petition ‘in original’ to Ministry of Home Affairs,
Government of India (Letter No.P1/B/2311220167 DATED 23/11/2022). But MHA vide
letter No.A-43020/01/2023-RTI-223 dated 14.02.2023 informed me that my petition
to the President of India dated 05.11.2022 (which was forwarded to MHA by
President’s Secretariat) was not received in MHA and asked me to send a copy of
it for ‘further action’. So, I sent another RTI Application to MHA dated
03.03.2023 with a copy of my petition to the President of India dated
05.11.2022.
I
received a reply from CPIO of PMO (letter no.RTI/9473/2022-PMR dated
16.12.2022.).
Against
point number 1 of my RTI application to PMO dated 21.11.2022, CPIO of PMO
informed me that PMO simply filed my petition to the President of India dated
05.11.2022 and gave me a Registration Number: PMOPG/D/2022/0265028. I checked
the website given to me by CPIO of PMO against that Registration Number in my
mobile phone and in my laptop taking hotspot from JIO and Vodafone SIM card.
But I found nothing. My petitions are actionable in President’s secretariat.
Then how come my petitions are not actionable in PMO? CPIO of PMO simply tried
to fool me and thus violated RTI Act, 2005.
Against
point number 2 of my RTI application to PMO dated 21.11.2022 (i.e, date of
payment of Rs.71,00,000Crores (US$1trillion) to me), PMO is the one of the best
authorities in this world to give accurate information. PMO can easily collect
the information and should supply that information to me. But CPIO of PMO chose
not to give that information to me. By calling it ‘vogue and wide’, CPIO of PMO
simply tried to avoid giving accurate information to me. Thus CPIO of PMO not
only violated RTI Act, 2005 but also put RTI Act, 2005 in great danger.
Against

Therefore
I sent my First Appeal to the First Appellate Authority of PMO (My First Appeal
to FAA of PMO dated 30.12.2022) requesting her to instruct CPIO of PMO to give
complete (point wise) and accurate information to me. Also requesting him to
recommend to the honorable Chief Information Commissioner that a penalty and
disciplinary action should be taken against the CPIO as per RTI Act, 2005 for
not maintaining and providing the records/ information as mandated in the law.
On 09.02.2023, I received a reply from FAA of PMO (Letter No. RTI/9473/2022-PMR
dated 24/01/2023). In her reply, FAA of PMO wrote that I sought information on
‘earlier grievances’. I am still suffering like anything and gang stalking is
still going on in full swing. I have not yet got freedom and I have not yet
received Rs.71LacCrores (US$1trillion) & three written assurances from the
President of India. When I sent bills to Dr.Pranoy Roy,
Mrs.Radhika Roy and their gangs, this Prime Minister Shri Narendra Modi and
Government took benefits by performing monkey dance in front of those naughty
girls of main stream media. And when I sent petitions Government, all those from
oppositions like Shri Rahul Gandhi,Shri
Arvind Kejriwal and others (including Muslims, Ahoms, etc.) took
benefits by performing monkey dance in front of those naughty girls of main
stream media. After that
how she called it ‘earlier grievances’. By calling it ‘earlier grievances”, the
FAA of PMO simply tried to hide actual facts and thus FAA of PMO too violated
RTI Act, 2005.
Against
point number 1 of my RTI application to PMO dated 21.11.2022, FAA of PMO
instead of giving instruction to CPIO of PMO to give complete and accurate
reply to me, simply supported the reply given to me by CPIO of PMO. Thus FAA of
PMO too violated RTI Act, 2005.
Against
point number 2 to 7 of my RTI application to PMO dated 21.11.2022, FAA of PMO
instead of giving instruction to CPIO of PMO to give complete and accurate
information to me against each point, she too simply called those ‘vogue and
wide’. By calling those ‘vogue and wide’, she too simply tried to avoid giving
complete and accurate information to me against each point. Thus FAA of PMO too
violated RTI Act,2005.
From
above it is crystal clear that not only CPIO of PMO, but FAA of PMO also
violated RTI Act, 2005. Both CPIO of PMO and FAA of PMO not only violated RTI
Act, 2005 but also put RTI Act, 2005 in great danger. That can’t be allowed to
happen. So, I sent another 2nd Appeal to CIC against PMO dated
09.02.2023.
On 14.03.2023, I appeared Supreme Court of India’s hearing
through CISCO WEBEX. After hearing my submission the FAA of Supreme Court of
India said, ‘I got your point. Within 2days I’ll issue the order’. On
29.03.2023, I received the order of FAA of Supreme Court of India. He too
failed to instruct the CPIO to give me complete (pointwise) and accurate reply
to me. Already I sent my 2nd Appeal to CIC against Supreme Court of
India dated 25.02.2023. I sincerely hope Honorable CIC will ask both FAA &
CPIO of Supreme Court of India to give me complete (point wise) and accurate
reply to me.
Officials in PMO, MHA, Supreme Court of India, office of DGP of
Assam, office of DC of Lakhimpur District (Assam) & office of SP of
Lakhimpur District (Assam) not only violated RTI Act,2005. But also put RTI
Act, 2005 in great danger. Most disturbing fact is that office of DGP of Assam,
office of DC of Lakhimpur District (Assam) & office of SP of Lakhimpur
District (Assam) did not bother to give reply to any of my RTI Applications and
any of my First Appeals till date forcing me to submit 2nd Appeal to
State CIC (Assam Information Commission), Guwahati against office of DGP of

PMO, MHA, SUPREME COURT OF INDIA, OFFICE OF DGP OF ASSAM (ASSAM POLICE HEAD
QUARTERS), OFFICE OF SUPERINTENDENT OF POLICE OF LAKHIMPUR DISTRICT (ASSAM) AND
OFFICE OF DEPUTY COMMISSIONER OF LAKHIMPUR DISTRICT (ASSAM) AT THE EARLIEST. AS
I AM THE VICTIM OF WEAPON GRADE SPYWARE TOO I WANT REPLY FROM PMO,MHA, SUPREME

Due to utter negligence of PMO, MHA, MIB, Delhi Police, Chief Secretary of Assam, Deputy Commissioner
of Lakhimpur District (Assam) and Assam Police (Lakhimpur Police), I am suffering like this. NHRC
could have taken action against PMO, MHA, MIB, Delhi Police, Chief Secretary of Assam, Deputy Commissioner
of Lakhimpur District (Assam) and Assam Police if it can't take action against Dr.Prannoy
Roy, Mrs. Radhika Roy and their entire associates. I already sent 9nos of
Petitions to the Chairman of NHRC. I also sent copy of my each bill and copy of
my each petition to various authorities to Chairman, NHRC. But I have not
yet received Rs.71LacCrores (US$1trillion) and three written assurances from
the President of India yet. What is going on in NHRC is a matter of
serious concern for entire world.
Since 2005, Republic of India has been taking many exceptional
benefits out of my huge sufferings. But at the same time failed to set me and
my family members free from this illegal and barbaric confinement with my dues
of Rs.71,00,000Crores (Rupees Seventy One Lac Crores only) along with
written assurances from President of India in spite of my repeated plea since
2006. This Prime Minister of India, Shri Narendra Modi too promised to pay
Rs.7,00,000 Crores to me in 2014- just before 2014 General Election. But he hasn't
paid me Rs.71,00,000Crores (Rupees Seventy One Lac Crores only) yet. Nobody is
honest in India (except me).
Fact is that an Indian
is not a LW/ RW nor any kind of activist to any cause. An Indian is basically a
'papi pet ka pujari' - dangerously dishonest, criminal, murderer, matchfixer,
Gang Stalker, EVM machine hacker and dalal to the core. They even didn't spare
my 78years old father Late Krishna Borah, damaged the left leg of my elder
brother Shri Rajesh Borah permanently, ruined the life of my young bhatija Shri
Hritik Raj Borah apart from torturing me in such a manner. This
world will be a much better place to live without these 1.36billion people of
India (including these entire 36million people of Assam). If somebody murder
entire 1.36billion people of India (except me and my two brothers & their
families)-in that case I don’t want a single coin. Otherwise I want
Rs.71,00,000Crores (US$1trillion) and three written assurances from the
President of India.

In this situation one
should not trust anybody-except himself. Because all are working as a part of a large
Gang Stalking Gang to make money and to take benefits out of my huge
sufferings. Luckily my two brothers & their family members (as mentioned
above) are not aware about the situation that I am in. Otherwise I would have
been in a more difficult situation now.
In life only father
& mother are real well wishers. Others are all opportunist. They murdered my
father on 2nd June 2013 and my mother expired on 26th
June, 2004. I am still unmarried and single. Therefore I am shouting for a long
time: No Individual (except me)/ Government/ Political party/ Organization/
Profession/ Community/ Place/ Religion/Corporate/ caste/ Tribe/ Race/
Gender should get money or any other benefits out of my huge sufferings. None
of my relatives, friends and family members (except me) should get money or any

world taking advantage of my help less situation. But never helped me to get
freedom and my dues of Rs.71,00,000 Crores alongwith three written assurances

this effect. All those women who took money & various other benefits out
of my huge sufferings in one pretext or another also must get capital

People of Assam are the most dangerous & cruel perpetrators.
Based on my experiences under this captive situation in last 18 years, now I
realized probably people of Assam are most uncivilized people on this planet.
Nobody from Assam (except me) should get money or any other benefits out of my
huge sufferings. All those people of Assam who took money &
various other benefits out of my huge sufferings in one pretext or another also
must get capital punishment if I won't get Rs.71,00,000Crores & above three written assurances from

Ahoms are one of the main culprits of this crime. Ahom & 5
(five) other caste of Assam should not get money or any other benefits out of
my huge sufferings. All those Ahoms, Chutias, Koch Rajbonshis, Marans, Mataks,
Tea Tribes, Bodos, Nagas & others who took money & various other
benefits out of my huge sufferings in one pretext or another also must get capital
punishment if I won't get Rs.71,00,000Crores & above three written assurances from
President of India.
All those General Caste, Schedule Caste, OBCs & Schedule
Tribes who took money & various other benefits out of my huge sufferings in
one pretext or another also must get capital punishment if I won't get

No movies from Bollywood or from any other place should get
money or any other benefits out of my huge sufferings. All those ‘naachne gaane
wala monkeys’ (some people used to call all those film actors of Bollywood
& Indian Cinema as ‘naachne gaane wala monkeys’ and I am one among them)
and all those ‘gelaboralis’ (some people used to call all those film actress of

Bollywood and Indian Cinema who made huge amount of money and took various
other benefits out of my huge sufferings in one pretext or another also must

huge amount of money and took various other benefits out of my huge sufferings

If I am not wrong, Corona virus is nothing but a media virus. I
doubted it long back and I wrote about my this doubt in my earlier Twitter
account long ago. And also this farmer’s protest is most likely
a media circus. Ek phool (Ms.Shovana Bhartia- aka Kumari Phulomai Birla)
& her char kameena, guru gosai nahi maanle wala mali ( Dr.Prannoy Roy-aka
Kumar Psycho Roy, Shri Vineet Jain-aka Kumar Madanchoor Jain, Shri Arun

When I sent bills to Dr.Prannoy Roy, Mrs.Radhika Roy and their

Some cunning lawyers used me in Supreme Court and various other
courts of India to take benefits from judiciary without my knowledge &
consent. I already sent 20nos petitions to chief justice of India. Apart from
that I sent a copy of my each bill & copy of my each petition to various
authorities such as Prime Minister of India, President of India, Chairman
of NHRC & International Community to Chief Justice of India through
registered/speed post. But I have not received Rs.71LacCrores (US$1trillion)
and three written assurances from the President of India yet. All
those cunning lawyers who used me in Supreme Court of India and various other
courts of India to take benefits from judiciary also must get capital
punishment if I won’t get Rs.71,00,000 Crores (US$1trillion) and above three written assurances from President of Indi
All these years all those Judges of Supreme Court of India and
various other courts in India secretly obeying me like little kids-as if I am
their real 'Father'. But in spite of my so many petitions & bills, I have
not yet received Rs.71LacCrores (US$1trillion) & three written assurances
from the President of India yet. The manner in which Supreme Court of India
ignored my all those petitions and bills should be a matter of serious concern
for entire world.
This is a grave crime against humanity. Also Gang stalking
itself is a heinous crime. I can't suffer for other people's benefits and
I can't live in this illegal and barbaric confinement anymore. I want freedom. I
want Rs.71,00,000Crores ( Rupees Seventy One Lac Crores only). I’ll not accept
anything less than Rs.71,00,000Crores (Rupees Seventy One Lac Crores only). As
my bank accounts are no longer safe, I want Rs.71,00,000Crores in the form of
Demand Draft/ Banker’s Cheque in my name payable at North Lakhimpur, Assam,
India. I also must get above three written assurances from President

my elder brother Shri Rajesh Borah.
A few months back my bhatija Shri Hritik Raj Borah
faced a strange situation. One Shri Debashish borah s/o Shri Upen Borah (a retired
police man of North Lakhimpur) promised him to sell iphone at cheaper rate. He
asked my bhatija to pay Rs.10,000/= for an iphone. Accordingly on 25.09.2022,
my bhatija paid Rs.6,000/ through online payments and later he
paid Rs.4000/= in cash. At that time Shri Debashish Borah promised my bhatija
to hand over the iphone to my bhatija within day or two. But after few days
when my bhatija tried to contact him thro' mobile phone, he could not able
to contact him. Because he didn't pick up my bhatija’s phone call. So my
bhatija went several times to his home at North Lakhim pur. But my bhatija
could not able to meet him at his home and each time his family member told my
bhatija that he was not in home. Then my bhatija realised he simply cheated my
bhatija and looted Rs.10,000/= from my bhatija. Later my bhatija came to know
not only my bhatija, he looted money from many other boys in same manner. On
13.10.2022, my bhatija lodged a complaint at North Lakhimpur sadar thana
against Shri Debashish Borah.
On 03.11.2022, one sub inspector of North
Lakhimpur Sadar thana Shri Debajit Borah called my bhatija to come to North
Lakhimpur Sadar Thana. Accordingly my bhatija went to North Llakhimpur sadar
thana and Shri Upen Borah, father of Shri Debashish Borah, paid Rs.5,000/=
to my bhatija in cash. And told my bhatija that he would pay remaining Rs.5,000/=
on 12.11.2022. So, again on 12.11.2022, my bhatija went to North Lakhimpur
sadar thana along with his friend Shri Satyendra Saikia and Shri
Upen Borah also came to North Lakhimpur sadar thana. On that day Shri Upen Borah
only agreed to pay Rs.2,000/= and SI Shri Debajit Borah asked my bhatija to
sign that my bhatija received entire Rs.10,000/=. At that time my bhatija told SI
Shri Debajit Borah, "Sir, Shri Upen Borah already paid me Rs.5,000/= and
he is going to pay only Rs.2,000/= now. Then how can I sign that I received Rs.10,000/=".
Then suddenly SI Shri Debajit Borah got up and started slapping my bhatija. At
that moment SI Shri Debajit Borah came to know that my bhatija tapped the
entire conversation through his mobile phone. Because of that SI Shri Debajit
Borah got furious & he started slapping my bhatija and his friend Shri Satyendra Saikia.
SI Shri Debajit Borah forced my bhatija and his friend Shri Satyendra Saikia
to kneel down (at that time, time was 11 am and SI Shri Debajit Borah
kept my bhatija & his friend on that knelt down position upto 11.45PM). At that time Shri Upen Borah told SI Shri Debajit
Borah, "Shoot him. Shoot him right now. Don't worry I have connection upto
supreme court of India". That horrified my bhatija because he heard
(mostly from some you tube channel) that some kind of 'encounter season' is
going on in Assam.
After some time SI Shri Debajit Borah made a call to my elder brother. My elder brother asked me to go to North Lakhimpur
Sadar Thana. And I reached North Lakhimpur Sadar Thana at 6pm. I tried my best
to persuade SI Shri Debajit Borah. But he refused to listen to me. So I went to
a lady police officer and she told me,"see, Shri Debajit Borah got his job
only few months back. If your bhatija shared that audio conversation in social
media, he will lose his job. So he was furious". Then I told her,"It
is so simple. If he so insecure of his job-he should simply ask my bhatija to
delete that audio conversation from his mobile phone. My bhatija is just a 18
year old boy. Why he is unnessarily torturing my bhatija and his friend".
Then that lady officer told me to talk with SI Shri Debajit Borah. Then I went
to SI Shri Debajit Borah's office room. But SI Shri Debajit Borah refused to
listen anything and told me "who are you? Ask his parents to come to
police station". Then I told him, "His father's left leg got
completly damaged. How can he come to North Lakhimpur from Narayanpur at this
time". Then SI Shri Debajit Borah told me,"I don't want to listen
anything. His father must have to come here. Other wise I'll not release
him". Then I met OIC of North Lakhimpur sadar thana. OIC of North Lakhimpur
sadar thana said the same thing what that lady police officer told to me
and advised me to talk to SI Shri Debajit Borah. Then I realised it is
fruitless to talk to SI Shri Debajit Borah again. And I asked my elder brother
to come to North Lakhimpur Sadar Thana. At 10.00pm my elder brother Shri Rajesh
Borah reached North Lakhimpur Sadar Thana. My elder brother too tried to
persuade SI Shri Debajit Borah but he refused to listen anything. From 11am to
11.45pm, my bhatija and his friend Shri Satyendra Borah was in kneel down position.
And every time SI Shri Debajit Borah went to that room he slapped my bhatija
and kicked my bhatija with his boots. My bhatija kept counting those entire
full forced slaps- total 53. At 11.45pm, he asked my bhatija and his friend to
stand up and then hand cuffed both my bhatija and his friend and then sent both
of them for medical check up. Before medical check up, he warned my bhatija ‘if
you say anything to doctor I'll shoot both of you’. At 12.30pm, they brought both of them back to North Lakhimpur Sadar Thana.
Then he called me and asked me to write whatever he said. He asked me to
write," I received my bhatija Shri Hritik Raj Borah in good health and if
he committed same crime again, then I will be reponsible". At that point I
asked SI Shri Debajit Borah,”what crime my bhatija committed". Then SI
Shri Debajit Borah told me,"you have to write whatever i asked you to
write and sign. Otherwise I'll not release your bhatija". Dear Madam, as you aware I myself in a
terrible situation and also it is risky to urge with a hot tempered young
police officer inside a police station. So, I wrote in a paper whatever he
asked me to write and signed that paper. Then only he released my bhatija
and his friend. Now my bhatija is a worried boy because of fake police
encounters. I am also worried. I am worried for another reason too. When other
boys, whose money Shri Debashish Borah looted by same manner, when approached
Shri Upen Borah, he told them,’ I already told upto Supreme Court-I am not
going to pay any money to any of you’. My bhatija & other boys never approached
Hon’ble Supreme Court of India or any other court in India. Then how can that
retired police man, Shri Upen Borah talk like this? Dear Madam, what is really
going on in Supreme Court of India? Any way, kindly instructs Chief Minister of
Assam so that Shri Debajit Borah or for that matter any other from Assam Police
will not kill my bhatija Shri Hritik Raj Borah, me and any other member from my
two brother’s family (as mentioned above) in any fake encounters.

is too much. Flipkart must be shutdown with immediate effect. Flipkart
should be allowed to operate again only after I get Rs.71,00,000Crores and above

Dear Madam, in 2008 I wrote a petition to Mrs.Sonia Gandhi
expressing my desire to end my life if I won’t get money & freedom. In
2009, I wrote three similar petitions to the Prime Minister of India. No man
can live in this situation. The main reason that I have not committed suicide
yet is that I got some replies from Government of India against my various RTI
Applications since 2007. That made me confident that one day I’ll get
Rs.71LacCrores (US$1trillion) & three written assurances from the President
of India. Hope of Rs.71LacCrores (US$1trillion) & three written assurances
still keep me alive. Otherwise I would have committed suicide long back.
Dear Madam, in last 18 years I lost everyting and suffered like

full public view if I won’t get Rs.71,00,000Crores (US$1trillion)and above
three written assurances from the President of India.
Since 2005, Republic of
India has been taking many exceptional benefits out of my huge sufferings. But at the same time
failed to set me free from this illegal
and barbaric confinement with my dues of Rs.71,00,000Crores (Rupees Seventy One
Lac Crores only) and above three written assurances from President of India in
spite of my repeated plea since 2006.
This Prime Minister of India, Shri Narendra Modi too promised to
pay Rs.7,00,000 Crores to me in 2014- just before 2014 General Election. But he
hasn't paid me Rs.71,00,000Crores (Rupees Seventy One Lac Crores only) yet.
Nobody is honest in India (except me). Fact is that an Indian is not a LW/ RW
nor any kind of activist to any cause. An Indian is basically a 'papi pet ka
pujari' - dangerously dishonest, criminal, murderer, matchfixer, EVM machine
hacker and dalal to the core. They even didn't spare my 78years old father, damaged
the left leg of my elder brother Shri Rajesh Borah permanently and ruined the
life of my young bhatija Shri Hritik Raj Borah apart from torturing me in such
a manner. This world will be a much better place to live without these
1.36billion people of India (including these entire 36million people of Assam).
If somebody murder entire 1.36billion people of India (except me and my two
brothers & their families)-in that case I don’t want a single coin.
Otherwise I want Rs.71,00,000Crores (US$1trillion) and above three written
assurances from the President of India.
In this situation one
should not trust anybody except himself. Because all are working as a part of a
large Gang Stalking Gang to make money and to take benefits out of my huge
sufferings. Luckily my two brothers & their family members (as mentioned
above) are not aware about the situation that I am in. Otherwise I would have
been in a more difficult situation now.
In life only father
& mother are real well wishers. Others are all opportunist. They murdered my
father on 2nd June 2013 and my mother expired on 26th
June, 2004. I am still unmarried and single. Therefore I am shouting for a long
time: No Individual (except me)/ Government/ Political party/ Organization/
Profession/ Community/ Place/ Religion/Corporate/ caste/ Tribe/ Race/
Gender should get money or any other benefits out of my huge sufferings. None

hacker and dalal to the core. They even didn't spare my 78years old father
(Late Krishna Borah), damaged the left leg of my elder brother Shri Rajesh
Borah permanently and ruined the life of my young bhatija Shri Hritik Raj Borah
apart from torturing me in such a manner. This world will be a
much better place to live without these 1.36billion people of India (including
these entire 36million people of Assam). If somebody murder entire 1.36billion

is too much. Flipkart must be shutdown with immediate effect. Flipkart

Dear Sir, in 2008 I wrote a petition to Mrs.Sonia Gandhi
expressing my desire to end my life if I won’t get money & freedom. In
2009, I wrote three similar petitions to the Prime Minister of India. No man
can live in this situation. The main reason that I have not committed suicide
yet is that I got some replies from Government of India against my various RTI
Applications since 2007. That made me confident that one day I’ll get
Rs.71LacCrores (US$1trillion) & above three written assurances from the
