Sub: Second Appeal under Right to Information Act, 2005
Respected Sir,
I am in a terrible
situation. Nowhere in this world a human being is tortured like me in last 5000
Years of World History. I wrote my First Petition to Prime Minister of India on
24.11.2006. Since then I sent many petitions to Prime Minister of India,
President of India and to Mrs.Sonia Gandhi. I also sent 18nos of Petitions to
Chief Justice of India, 7 nos of Petitions to Chairman of National Human Rights
Commission and 12nos of Petitions to International community till date. I also
sent total 68nos of Bills till date. I sent copy of my each bill to Prime
Minister of India/ President of India, Chief Justice of India, Chairman of
National Human Rights Commission and to International community. I also lodged
a police complaint at Okhla Police Station in Delhi in 2014.
Again I sent one more
petition to the Prime Minister of India (My Petition to Prime Minister of India
dated 12.05.2020) through registered post. On 1.7.2020, I sent a RTI
application to Prime Minister’s office (copy enclosed) seeking following
information through registered post:
1.
What action Prime Minister of India/ Government of India
has taken on my petition to Prime Minister of India dated 12.5.2020.
2.
When shall I get my dues of Rs.5,00,000 Crores (70billion US
dollars) ?
3.
When shall I get a written assurance from President of
India?
4.
When Prime Minister of India will deploy a high power task
force to set me and my family members free from this illegal, inhuman &
barbaric confinement?
Above
information are not only crucial to me but crucial to entire world also. Information
I sought are vital public importance which shows the transparency &
accountability in the functioning of the Prime Minister’s Office (PMO) and
practice of the Standard Operating Procedures while such requests are made by
the public at large.
But even
after completion of mandatory 30 days period, I have not received any reply
from Prime Minister’s office (PMO) against my RTI application to PMO dated
1.7.2020. So, on 19.9.2020, I sent my first appeal to first appellate authority
in PMO (copy enclosed) through registered post. But to my utter surprise, I
have not received any reply/ response from first appellate authority in PMO
till date.
This is an
outright violation of Right to Information Act,2005. No reasonable cause can be
there for not replying at all.
Dear Sir,
based on the above details and ordeal I have gone through, kindly instruct the
CPIO and FAA to provide me accurate & complete information as sought by me
at the earliest & free of cost.
Secondly, also question the
FAA why my Appeal has not been examined and heard properly.
As per the section 20 of the
RTI Act, please impose the maximum penalty of Rs.25,000 each on the CPIO and
FAA which shall be deducted from their salary.
As I
reside far away from your office, it will be suitable for me to attend virtual
hearing (through whatsapp video call). Otherwise also I am ready to come to
your office for inspection of records or in person hearing if am invited with
sufficient time to come to your office- as I reside far away from your office.
Therefore,
I humbly request you to please consider my arguments mentioned above and give your
judgment accordingly.
