I am Shri Tapan Borah, S/o Late Krishna Borah, age 58 years, ex-PSU Executive, resident of Narayanpur, District: Lakhimpur, Assam. 2. I have been submitting petitions since 24.11.2006 regarding my illegal and inhuman confinement that started in February 2005. I sent my latest 81-page petition to the Prime Minister of India dated 25.09.2023, copy of which was also sent to the Chief Justice of India. I have sent 20 petitions to CJI, 9 petitions to NHRC, and 69 bills till date. Copies were also sent to President of India. 3. I claim compensation of Rs. 71,00,00,000/- (Rupees Seventy-One Lakh Crores only / US$1 Trillion) for suffering and violation of my rights, life and dignity since February 2005. I charge Rs. 15 crores/hour. 4. I also request Three Written Assurances (3WA) from the Hon’ble President of India: a) Assurance regarding punishment of responsible persons if I die before age 70 years. b) Assurance regarding punishment of responsible persons if I cannot produce children in future due to injuries suffered. c) Assurance regarding punishment of responsible persons if I become blind due to loss of eyesight. 5. As my bank accounts and digital identity are not safe, I request that the amount of Rs. 71 lakh crores be paid to me in the form of Demand Draft payable at Narayanpur, District: Lakhimpur, Assam, India. 6. I request immediate action to set me free from illegal confinement and release my dues of Rs. 71 lakh crores along with 3WA from the President of India. 7. I have also filed RTI applications and appeals with PMO, MHA, Ministry of Finance, Supreme Court of India, and State authorities in Assam.
