How Government Documents got disappeared from Government of India's office?

 On 9^th Jan 2015, MHA (vide letter No.20011/3/2014-Coord.-II)  forwarded my petition to President of India dated 22.07.2014 to Economic Adviser, D/o Financial Services (banking division), Ministry of Finance, Government of India, for appropriate action . But above Economic Adviser didn’t take any action on it. In 2018, I went to above Economic Adviser’s office & they told me above MHA’s letter was not there in their office. So, I went to MHA & asked them to again send instruction to above Economic Adviser office. Accordingly Vide Letter No.20011/01/2018-Coord.II dated nil,2018 , MHA again sent an office memorandum to Economic Adviser (PG), Department of Financial Services (Banking Division), Ministry of Finance, Government of India. Two days later I contacted above Economic Adviser office. They told me they got the letter and above Economic Adviser forwarded it to one of his Joint Secretary Shri Gulab Singh. Immediately I went to Shri Gulab Singh’s office. Joint Secretary Shri Gulab Singh & his under secretary searched everywhere in their offices but could not above to find that letter/ file. They even searched online also. But could not able to find that letter/ file. How that letter/ file got disappeared from above Economic Adviser’s office? Who stole that letter/ file from above Economic Adviser’s office? Why above Economic Adviser allowed to happen such thing in his office? I went to that office few more days & requested all concerned to trace out that letter/ file. But nobody could able to trace out that letter/ file. After that I came back to Narayan Pur (my native place). From Narayan Pur also I sent few emails to above Economic Adviser’s office. But they didn’t reply. I also wrote to Late Arun Jaitley then Minister of Finance, Government of India (through registered post). But I didn’t get any reply from him.
